Section 3.
A great public emergency having
arisen the charter rule requiring that
an ordinance be read at two successive
regular meetings of the City Council,
is hereby suspended by the consent of
the mayor and the unanimous vote of
the aldermen present, and this ordi
nance shall be in force and effect from
and after its passage and approval.
