earnings, expenses, freight rates and
the reasons for increase or reductions
In rates were discussed by speakers
at the annual dinner of the Railway
Business association in this city.
Martin A. Knapp, chairman of the
interstate commerce commission, said

sufficient for three tnings:
First A return on railway invest
ments of such amount and so wil as
sured as to attract the necessary cap
ita; to Improve existing roads anc con
struct thousands of miles of new lines
In fruitful districts now destitute of
any means of transportation.
Second The payment of liberal wages
to an adequate number of competent
men.
Thrd The betterment of existing
lines without unnecessary increase in
capitaliization. Every dollar borrowed
to improve a road now in operation
involves a permanent addition to tho
Interest charge which the public is re
quired to pay.
Willard On Cost of Operations.
Daniel Willard. president of the Bal
timore & Ohio railroad, In an address
said in part:
If costs of railroad operation con
tinue to go up there would seem to be
only one way of meeting the situation,
and tnat is by an increase of rates.
Any such increase must be approved
by the interstate commerce commission.
This operates as I view it. to place
the hands
the credit of. the railroads in
of the commission; for credit will de-
nend UDon net earnmtrs. and net earn-
ings will be dependent upon the rates
received, which in turn rests with the
commission.
There is today in the minds of rail
road managers a feeling of uncertainty,
of hesitancy, as regards the future. If
a more conservative attitude should
result in giving the railroads a re
spite from further regulation, for a
time at least, and until they can work
ijout some of the many problems con
fronting them, the patient now Indis
posed wiill immediately show signs of
convalescence.

John Claflln. president of the II. B.
Claflln company, in an address said in
part:
The railroads now have reached a
point where it seems difficult to in
crease gross revenue materially with
out very great expenditures for better
ments and for extensions.
Let any merchant look back over his
records and mark the years of gen
eral railroad extension and improve
ment on the one hand, and the years
of raih-oad retrenchment on the other,
and I am sure 1: will find that his
prosperity on the average has in
creased with the progress of the rail
roads and has waned with their lack
of progress.

It is probable that a change will be
made in the local time of the Santa
e railway card. A new general time
card to be issued December 10 is being
formulated by officials.
Officials of the local branch have
asked for a change iu the time of the
evening train leaving El Paso. At
nresent the train departs at 6:55, ar
riving in Albuquerque at 5:05. making
a lengthy wait before connections. It
i3 requested to have this train depart
from El Paso at 8:25, making close
connections) but allowing time for
oreakfast at Albuquerque.

SOUTHERN PACIFIC TI3IE
CARD CHANGE IS EXPECTED
With other roads altering time cards,
the G. H. & S. A. and Southern Pacific
probably will make some shifts. The
card Is being compiled at headquarters
already, each division having made re
ports. It is said that the change in
making through trains of Nos. 8 and
10, agitated for more than a year, has
been authorized, but as yet no definite
Information has been received here. If
this, is done, those trains, which now
run only between El Paso and Los An
geles, will run through to San Antonio,
making in all four trains through EI
Paso.
NEGRO FALLS FROM TRAIN-
BUT STRIKES ON HIS HEAD
That a negro's head is hard, was
demonstrated when Stansbury Jones, a
horse attendant, fell from the train of
race horses which arrived Monday
pi;;ht at El Paso. The accident oc
curred near Oro Grande, as the train
was going 35 miles an hour. "The hos
tler fell from a door in some manner
and landed on his head. Now Stans
bury Jones is lying at Hotel Dieu with
a few cuts on his head. His condition
is not considered serious.

NATIONAL LINES SHORT
OF CARS FOR PEON RUSH
There is a shortage of equipment on
tlIs division of the National Railways,
believed to be caused by the demand
for troop trains in the south. With
hundreds of laborers returning to their
homes after the summer's work in the
states, the condition Is fast becoming
alarming. Many of the peons could not
be transported by Monday night's train
and remained in El Paso.

this city. December 4, leaving at 7 p.

Dodge, passed through the city today
in his special car, after looking over the
Phelps-Dodge properties in Arizona,
Mr. Dodge is returning to New York
City.

has been declared officially to
be infected with bubonic plague.
