President Directs That Sec
retary of War Not Send
It to Congress.
Washington, D. C, Dec. 15. President
Taft has directed that secretary Dick
inson prepare a letter to the house
giving his reasons for withholding the
special report on defences and inviting
the attention to the regular annual re
ports which contain all information
that helped to make his reply to ths
McLachem resolution.
The president agrees with some con
gress leaders that the conclusions and
, opinions of the special report should
i'u iituu iu aincL commence. as cpb
house cannot receive reports in confi
dence, the president decided that it
would be best to withhold the original
report in its entirety.
