Will Be Submitted With
Budget Saturday Race
The message of mayor Kelly to the
city council and the submission of his
budget -vrill not be made before Satur
day, according to the statement at the
Thursday morning meeting of the coun
cil. The delay is due to the fact that
the report has not been completed and
that the -work 'will require several more
days. The report is expected to deal
-with the mayor's reasons for the vari
ous funds in the budget. The ''message
will also embrace the report of the fin
ance committee of the city council,

Tne first report of the operation of.
the -waterworks plant, under the direc
tion of the city, was made at the Thurs
day morning meeting of the council by

pointment, on the recommendation of

Health Officer's Report.
The report of city health officer "W.
H. Anderson announces 27 deaths and
23 births the past week. Of the dead.
15 were Americans and 12 Mexicans.
Tuberculosis was responsible for eight
of the deaths and pneumonia for four.
Appendicitis claimed two victims. The
report also announces three remaining
cases of smallpox; four of diphtheria;
one of scarlet fever, and seven of ty
Inspections during the week include
meat markets, 217; meat condemned 71
pounds; dairies, 90; slaughter houses,
27; milk wagons, 35; cattle, 216; nogs,
80; fruit and vegetable wagons, 935.
Xonc From Juarez.
In explaining the report of smallpox
cases, xr. Anderson stated that none of
the patients had come from Juarez and
that the one case in Juarez was being
cared for by Mexican authorities.
Hmc Enough Flower Stand.
El Paso has a sufficient number of
street flower stands, according to the
statement of alderman Clayton, who rec
ommended that other petitions for
flower stands be denied, stating the
flowers were of foreign growth and
that local dealer had registered com
plaints. Mr. Clayton also recommended
that flower stand proprietors be re
quired to pay a hawker's license, and
that the present ordinance be amended
to that effect.
The bond of Kroeger & Co.. contract
ors of the Calisher building, holding the
city harmless as to damages arising
out of the excavation of the street at
the corner of Texas and Stanton streets
for tne basement of the new building,
-was approved. The final estimate of
F H Todd of the city's engineering
department, relative to the paving of
South Durango street, reports a balance
of $415.23 necessary.
Grade Profiles Accepted.
Profiles were accepted for the es
tablishment of grades on California
street between Mesa avenue and Flor
ence street, and from Noble street to
Circle avenue; West Boulevard from
North Oregon to West Main street;
West Missouri from North Oregon to
Fisher and Gladstone street between
Fisher and West Rio Grande.
The petition of residents asking for
the grading of Mundy avenue and curb
Ings along the street from West Boule
vard to Hillside street, was referred to
the street and grade committee.
A petition asking for a fire hydrant
at the Highland Park school, prepared
by the school board, was referred to the
fire and water committee.
The - petition of automobile drivers
asking for a change in the dead line
regulations at the union station was
referred to the police committee.
On the motion of alderman Hewitt, a

TWO MEN ESCAPE

of the 13 men entombed by a
mine explosion at Taeoma. W.
Va., yesterday in which many
lives were lost, emerged from
the workings today.
When the explosion occurred
these two, G. E. Leapman, and
John Swete, broke a hole In a
small air pipe with a siedgo
hammer, and by placing their
mouths close to this, they ob
tained enough air to keep them

supply of air, they were forced
to watch the unavailing strug
gles of other workmen to reach
the spot. Some fell Avithin a few
feet of Leapman and Swete. The
only living thing about them
when they left their refuge to
day to seek the outer world was
