FARMING IN THE _.IIDI>_E WEST.
The August number of the North ,
American Review contains an interest
ing article on the development of the
" Prairie States" of the Union, by Mr.
M. G. Mulhall, the eminent English
statistician. He notes that the twelve
states, to which his article relates, net
all "prairie" states, by the way, as
they include Ohio, Indiana and Michi
gan, now produce more than two-thirds
of the grain and own nearly half the
live stock of the Union, and in the
forty years from 1850 to 1890 the area
of improved farms increased 157,000,000
acres, an average of 13,000 acres daily,
and exceeding the total superficial area
of the German Empire, Holland, Bel
gium and Denmark. In no other part
of the world is farming conducted on
so gigantic a scale. The census of 1890
showed that the grain crop then was
equal to three tons per inhabitant,
which is ten times the European aver
age.
Here is a bit of information relative
to the financial condition of the people
of these great farming states which we
especially commend to our Populist
friends: " Such has been the industry
of the western farmers that their wealth
increased nine-fold in forty years.
Three of these farmers possess as much
wealth as four French, six German or
thirteen Austrian farmers, while their
taxes are much lighter and they are
free from the obligation of military
service. The creation of wealth in all
forms has been very rapid in these
States, the accumulation being two and
one-half times as much as in Great
Britain. In these states wealth has
multiplied six - fold in thirty years,
while in Great Britain it doubles but
once in fifty years." As to mortgages,
Mr. Mulhall says that " the only state
heavily mortgaged is Kansas, where
the ratio is 20 per cent of the value of
the real estate; the lightest is Ohio,
only 10 percent."
These figures are based upon govern
ment reports collected from the most
reliable sources and in the most reliable
manner, and certainly there is nothing
in them to justify the fears which so
many profess to entertain that the
American farmer is fast lapsing into a
condition of industrial slavery border
ing on serfdom.
In an interview in the Post-Intelli
gencer published a few days ago Mr.
J. A. Kerr, of Fairhaven, who recently
returned from Buenos Ayres, the capi
tal of the Argentine republic, said that
prosperity and substantial progress are
out of the question there under the
present wratehed financial system.
*' The money is ail fiat of the worst
kind. There is no silver, and gold is
never seen in the ordinary channels of
trade. No man knows one day what
he may be able to realize the next for
thing he may have to sell, or what
he may have to pay .for anything he
may desire to buy." And another
great bar to progress and a continuous
drain upon the country is the pernici
ous lottery system, which Mr. Kerr
Bays " keeps nine-tenths of the people
of Buenos Ayres iv penury." It not
only receives the sanction of the gov
ernment, but is the main source of rev
enue. That such an institution should I
thrive in a country like Argentine, only |
a few generations removed from bar
barism and still governed exclusively
by the native race, is not so much a
matter of surprise as is the fact that in !
an enlightened and progressive coun
try like Germany a lottery system
equally pernicious, both in theory and
practice, should flourish under govern
ment control, "adding to the woes of a
burdened people a machinery calcu
lated to extort the meager earnings of
the very poor," by encouraging them

" grosses Loos," or grand prize. A
German writer in a recent number of
the Cosmopolitan Magazine, says of the
believers in this "fool's paradse:"
< l The toiling multitude of unkempt
socialists; the horny-handed proletari
ans who seldom have meat to eat; the
plowman who walks the black furrow
with knitted brow and knotted biceps,
pondering his sorry lot—all alike hope

that not only are state lotteries forbid
den, but it is unlawful to use the mails
in the interest of any. private scheme

An extensive inquiry into European
Crop conditions, conducted by the
Orange Judd syndicate of agricultural
papers, indicates; a grave situation
abroad. Estimates of 'Europe's (in
cluding England's) needs of wheat im
ports range all the way from 300 to 400
million bushels/ Europe's wheat crops
for 1895, 1894-and 7 1893 averaged
about 1500 million bushels. In the
I; famine year of 1891, it was only 1200
million bushels. . The impression is

in 1894. But this is not the , worst
of it. Europe usually produces as
much rye as she does wheat. It is
the bread grain of the masses. The rye
crop of the principal European coun
tries (Russia, Germany, France, Aus
tria, Bulgaria, lioumania and Italy
and the low countries, and Sweden)
has averaged about 1300 million bush
els annually' for 1896, 1895, 1894 and
1893. This season the rye crop of these
countries cannot much exceed 875 mil
lion bushels. Quite as bad is the po
tato prospect. Only about 1850 million
bushels of potatoes will be harvested in
these countries this year. Without re
gard to the United Kingdom or other
European country, there is a shortage
of some 1000 million bushels of potatoes.
European shortage, compared with av
erage, follows: Wheat 300,000,000 bush
els; rye, 325,000,000 bushels; potatoes,
1,000,000,000 bushels; total, 1,625,000,000

There is an interesting and instruc
tive article in the September number
of the Atlantic Monthly by Hon. Car
roll D. Wright, head of the census
bureau, in which he gives the results
of an exhaustive inquiry into the
question as to whether the rich are
growing richer and the poor poorer.
He shows conclusively that this in
quiry cannot be truthfully answered
in the affirmative, for while his figures
prove that the rich are growing richer,
they also prove that the poor are not
growing poorer. Of course he does not
deny that there are more large fortunes
at the present time than at any other
period in our history and that there
are more people who have indepen
dent fortunes than at any previous
time. But he shows that the per capita
wealth of the country has increased
from $906 in 1850 to £1,030 in 1890; that
the whole body of breadwinners of the
country increased from 32.43 per cent
of the total population in 1870 to 36.31
per cent in 1890; that there has been a
steady uplifting of the standards of
labor during the same period; that in
seventeen great branches of industry
there has been an average gain of 80
per cent in wages, while the hours of
labor have been reduend an average of
1.4 hours per day; that the cost of liv
ing has bceen reduced and that while
the number of paupers in almshouses
was 2,171 to each million in 1850, it was
only 1,176 to each million in 1890.
Debs and other agitators of his ilk can
find little food for their incendiary and
revolutionary tirades In such figures.
Speaker Reed claims that the al
ternation of hard times and good times
antedates the pyramids. He finds early
proof of such a condition in Pharaoh's
dream wherein seven fat and seven
lean kine came up out of the sea.
In Mr. Bryan's own state the middle
of the-road Populists have been in the
ascendant, in the county conventions
thus far held, and have vigorously de
nounced the fusion which gave Mr.
Bryan the state at the last election.
In a single county in Kansas chattel
and real estate mortgages to the amount
of more than $60,000 were released be
tween the Ist. and 2oth of August, and
not half of the wheat crop had then
been threshed.
It is getting a little monotonous
keeping track of the descent of silver,
but it is worth noticing that the bullion
value of the silver dollar has been
dropped to forty cents. .
