The Heyburn subcommittee,
which has been investigating
the election of Senator Isaac
Stephenson of Wisconsin, unani
mously agreed on a report which
holds that the charges of cor
ruption and bribery made against
Senator Stephenson have not
been proved. The report will be
made to the senate committee on
privileges and elections.
The charges against Senator
Lorimer were also "not proved"
to the senate. In fact, the United
States senate is not looking for
proof against any republican
member who has the backing of
the "interests" and who will
vote for and with the"interests."
And jou knew it all the time, too.
President Taft has commuted,
to expire immediately.the 15 year
sentence of C. W. Morse, the
New York bunker and ice kirig
who was convicted of violating
the national banking laws.
Morse was a "financier" and he
gets out, although he was one of
the most artistic bank robbers in
our history. But the man who
on the same day stole $8 from a
grocer's tilll is still in jail. It
makes a difference to the pres
ident what a man does, and
how he does it, and who his'
friends are.
Congress voted $4,800,000 to
the railway companies as rental
for the post-office icars. Remem
ber this, $4,800,000 is in excess
and in addition to the $46,000,
--000 voted to the railway com
panies for carrying the mails.
Taking the number of post-office
cars in use at that, time, the
average amount of rental paid by
Uncle Sam for each post-office
car was $4,229. Now the Inter
state Commerce commission
makes an investigation and re
ports that each one of these cars
can be maintained for $1,225 a
year. Looks as if the railways
were getting a good fat slice of
Uncle Sam's money very much
in the nature of a gift, doesn'l
it? With a full republican con
gress, these facts were not
brought out, but under a demo
cratic house, they were exposed.

One of the trusts to which pop
u',■*!■ attention should very soon
be directed is the express com
panies. So rich have they grown
in their absolute monopoly of
parcel transportation that one of
their annual statements showed
that of over one hundred million
dol'ars of assets, less than ten
million dollars was actually in
vested in the express business,
the remainder being invested in
rjiiiroad and other securities.
The most pernicious interference
O!i the part of the express com
pai.ies in the progress f.f the na
tion is the fact that thus far

It is now 34 weeks since the state railroad commission and the
Great Northern railroad, in a public hearing at Spokane, listened
to the discrimination which it has been practicing against
Stevens county. The fight has been waged ever since by the
people of Stevens county, and at last the victory has com
menced to come to us. One order of lower rates has been signed
issued and now is in effect according to the commission, al
though the agents along the railroad line have been advised
that the new rates are not effective until February 13, under
G. F. O. No. 23,250.
But the Great Northern has showed no signs of giving us rates from the east as low as other
roads give their territories equally distant from Spokane. Why not?
they have been able to defeat
the establishment of a general
parcels post system.
One. of the results of such an
absurd situation is this: A pack
age weighing eleven pounds can
be sent from the United States
to Australia or Belgium for
twelve cents, to Great Britain
for twenty-two cents and to Italy
for twenty cents, but can not be
sent from Spokane to Colville
at any price by mail. The max
imum weight of a single package
that can be transmitted by do
mestic mails in this country is
four pounds. The maximum
limit in other countries is: Bel
gium, one hundred and thirty
two pounds; Germany and Swit
zerland, one hundred and ten
pou ids; Great Britain, Italy, The
Netherlands, and Chile, one hun
dr il and ten pounds.
Moreover ( the rates in this
country are sixteen cents per
pound) as compared with two
cents in Great Britain and Italy
and one cent in Austria and Bel
gium.
In addition to all this, the in
ternational postal agreement, re
quires the United States Post
Oflice to render a service to for
eign citizens which it cannot ren
der toils own people. No other
trust has been such an unjust
burden upon the people of this
country and such a hindrance to
the progress of this nation as the
express companies. They have
maintained an organization at
the national capital more power
ful even than the railroad lobby.
And it is time that a sentiment
of national indignation build a
fire under our law makers at
Washington that will result in
the destruction of the greatest of
all handicaps upon American do
mestic progress.
A. W. Perley,track and equip
ment inspector for the state
public service commission, and
who is quite well known in Col
ville, has been "fired" from his
Job by the new members of the
commission because of "pern
icious political activity." In other
words, he is a friend of .1. ('.
Liwn'ncp, who is running for
governor against present Gov
ernor Hay, and i' was believed
i hat a friend of Lawrence work
ing for the commission might
look bad for the Huy program.
Speaking of the reasons for
.the dismissal, the Tacoma Daily
Tribune says:
"In his career as governor of
the state Marion iv Hay has re
peatedly shown that his ambition
is to build up within the state a
str ng political machine for Hay.
He is using the various stale
commissions and hoards for this
purpose. He has attempted
legally and otherwise to politic
ally kili strong men whom he
f< ;ircd. His Ross fight was lie
cause of this. His fight on Sena-
tor Ruth was started for this
reason. His Schively fight had
its origin the same way. Now
he starts cleaning out the strong
men in Ihe employ of the state.
The Interests of the state are to
be sacrificed. Nothing is sacred
in this wild scramble of a weak
man for prestige and power.
Loyalty counts for naught. The
interests of the taxpayers are
not considered. Governor Hay
wants to become the state execu
tive again. To get back to
Olympia he needs a machine. He
has built one. After four years
as governor the Wilbur grocer
would like to go to Washington.
He ifl blinded by his present
power. He imagines himself a
wonderful man, a brilliant man.
He has cast his eyes toward
Washington, and with native
fox-like cunning he is perfecting
a political machine for the pur
pose of getting there. Mr. Per
ley did not fit in that machine.
He was emyloyed and was work
ing for the people. Hence his
dismissal. Loyalty does not pay
when weakness is at the helm."
The State Capital Record says:
"A. W. Perley, who in four years
of faithful service has accom
plished more to render the rail
roads of this state safe for travel
ers and trainmen has been fired
summarily for offensive politics.
If Perley had worked openly for
Hay it's a cinch he would still
hold his job."
The stale "anti-saloon" league
in agking for contributions from
the public to pay salaries, etc.
for the coming year, announces
that as a result of 10 years work
in this state the league has
achieved 71 "dry"towns, 4"dry"
counties, 19 counties "dry" out
side of municipalities, and 8l l/c
of the state's area "dry"
If dry to them means that the
territory is unusually thirsty,
their contentions may he true.
But it' "dry" means what it is
usually supposed to mean accord
ing to the dictionary, their claim
is something <>f a joke.
hi reality there isn't, a dry
town or county in the slate that
can be found. Under the local
option law no town op county

"dry" towns, spent $10,000 in

house in Spokane, according to
its own statement, and the Lord
only know.- how much more with
the countless other wholesale
distributing agencies over the
country. In other words, if the
$10,000 statement he anywhere
near true, Culville is annually
sending out of town more money
for liquor WITHOUT saloons
than it did two years ago with
five BfiloonS.
This anti-saloon work is a great
buHiirss, and it isn't any wonder
thai the wholesale houses are
willing to boost it financially so
long ;:s itri present, officers are
kepi in power.
