Rbove terminal rates may be charged by
the railroads on shipments originating
in the Chicago territory. The maximum
rate from the Cleveland Cincinnati dis
trict ruut*t not be more than 16 per cent
over terminal rates. The railroads may
not charge to exceed 25 per cent above
terminal rates on shipments from New
York and points on the Atlantic coast.

RULING ON THE WEED LAW.
The ruling of Judge Uolcomb of the
superior court of Adam*, Frankliu and
Benton counties on the noxious weed
law passed by the laat^legislature is in
teresting. That part of the law which
has seemed most obj jctionable to farm
ers was held unconstitutional. The ob
jectionable part provides th»it after the
noxious weeds have been cut by the
county authorities froaj the fields and
upon the landowner failing to pay for
the work, that the amount charged
therefore could be extended upon the
tax roll and become a lien and be col
lected as the takes are collated. The
remainder of the law wuh beld to be
constitutional. The law provides that
under certain conditions the o*uer of
land on which nozioos weeds are grow
ing may be arrested. In certain parts
of eastern Washington tue weeds have
