Pullman should show what she can
do when the old veteran- come next
month. Let's give them possession,
not only of the city park but of the
■entire city as well.
For several yean Moscow and Pull
man have alternated in the matter of
■celebrating the fourth of July.
This is Moscow's year to unloose the
eaple, and we understand she will
do it in good shape. The "Herald"
proposes that we this year inaugurate
a new feature, and that Pullman build
and equip an appropriate float to have
a place in the parade at Moscow. By
making this an annual feature, consid
erable interest would be aroused, and
the celebrations would become more a
cooperative demonstration. Moscow
has always sent bi^ delegaitons to
Pullman when it was our year to have
charge of the ku"*; its now up to
Pullman to show that she appreciates
their attendance, and aid in every
way possible.
The announcement by the county
assessor «>f the population of the var
ious cities and towns of the county lias
caused a good deal of surprise in some
localities, and especially In the county
seat, itself. Colfax hardly realized that
Pullman was so near to robbing it of
its claim as Ihe metropolis of Whit
man county. From both Colfax and
Palouse comes a wail as they realize
how far and how fast Pullman is out
stripping them in the race for popula
tion, and they raise the claim that
"the college ii responsible for it."
The college is, it is true, responsible
in a very large measure for the great
growth the city is making, but not in
the way that Colfax and Palouse
charge. The college itself is located
outside the city limits. Both dorm
itories, housing their hundreds of
young men and young women, are
outside the city limits. These young
people were, therefore, not counted in
making up Pullman's population of
2594. Had this dormitory population
been counted Pullman would now be
in first place by a good, strong lead,
and we would probably be just as much
entitled to count them as Colafx is to
count the county officials who are
there "temporarily." If Colfax and
Palouse will take a day off and come
to Pullman to witness the building
operations that are being carried on,
the dozens of new and handsome
homes being constructed, they will no
longer doubt that Pullman is the com
ing city of the Palouse.
CONSTRUCTION IN THE CLEAR-
WATER.
Never has there been such a strong
possibility of the Northern Pacific
building a line from Lewiston or from
some point on its Clearwater branch to
■Grangeville, as now that the inde
pendent electric line is practically as
sured. The past couple weeks have
seen exciting times in and about Lew
iston.
The six miles leading from Lewi ton
to Tammany and up the gulch are re
garded as the key to the situation.
The Northern Pacific secured a right
of way through there about seven
years ago, and did a little work on
the grade, but since then has done
nothing and its right <>f way was con
sidered abandoned and much of it
taken up by the Lewiaton & Southern
Electric Railway Company.
A couple of weeks ago several par
ties of Northern Pacific surveyors
were rushed to various strategic points
in the Clearwater country, one party
becoming especially alive along this
abandoned right of way,indicating that
the Northen Pacific intended to fight
for this right, with the purpose, either
themselves, of building or of blocking
the proposed electric line, for which
$400,000 has been rais*.l in Lewiston
and vicinity, and the constructing <>f
which has been assured by an English
financing syndicate.
The electric line people countered by
putting a force of men at work on a
contract for the grading of this six
miles, showing not only that the elec
tric line Is a "sure go," hut that its
niters are determined to hold this
right of way. About the middle of
last week the fi^ht seemed to he
reaching an acute stage, surveying and
I grading parties getting on conflicting
I ground, pulling Up each others stakes
and engaging in wordy battles. Hut
trouble was happily averted by the
Northern Pacific withdrawing its sur
veyors and sending them to other
i points on the prairie.
The first announcement as to the
intentions of the Northern Pacific,
that may be regarded as official, came
i Wednesday of last week from Tacoma,
when ('. M. Levy, assistant to Presi
dent Elliott, said that the Northern
Pacific would surely build from Lew
iston to Grangeville, but that the ex
act route has not yet been decided up
on. Two routes seem to be, chiefly,
under consideration ; either an exten
sion of the Clearwater line from Cul
desac to Grangeville, or building a line
direct from Lewiston.
The fact that the hand of the Ore
gon Railway & Navigation company has
not appeared in these recent develop
ments, lends color to the report that
that system lias come to some agree
ment with the Northern Pacific rela
tive to the Clearwater country and
operations therein.

by the City Treasurer on and after
May 15, 1905, at which date interest
ceases.

Notice is hereby given that the
Pullman city school text book commis
sion of school district No. 59, Whit
man county, Washington, will on the
80th day of May, 1905, select text
books for the use of the above men
tioned district. The text books shall
cover all branches required to be
taught in the first ten grades, as out
lined in the course of study issued by
the state superintendent of public
instruction, in the state of Washing
ton. Said board invites proposals for
the furnishing of each, every and all
of such books. Such proposals must
be in writing, sealed and addressed to
the undersigned, and must state an
exchange price and a wholesale price
f. o. b., Pullman, Wash., at which
the proposer will furnish books for the
schools of said district for a period of
five years, beginning the first day of
September, 1905. Such proposals
must be delivered to the undersigned
on or before 5 o'clock p. m., of the
29th day of May, 1905.
