Under the heading "Political Tyran ny at an end" the St. Paul correspon dent of the REDWOOD GAZETTE says: "We are all right. I mean that if there is a reapportionment made this year the shackles which unite us politi cally with unjust and Democratic Brown county will be broken. It was a big undertaking for the Redwood»rep resentative to attempt to accomplish this end, but by his constant und stren uous efforts,^ together with Mr. Forbes of Lyon, the work is practically com pleted. Mr. Forbes is on the reappor tionment committee, and was placed there by his colleagues from Redwood and other counties surrounding Lyon. The intention of Messrs. McMillan and -._ and Forbes is to unite Redwood and W Xyon into one senatorial district and ,^» .if their population is not sufficient, to take in Lincoln. But Redwood and Lyo'n are entitled to one sen ator and one representative at least, and if we are entitled to anything more Mr. Forbes is just the man who is going to get it. Redwood and Lyon are about the game in politics. Give the people a law that will not permit and encourage the money loaner in Sibley county to loan on mortages in Le Sueur county and the Le Sueur county money loaner to invest in Sibley county mortages, and each thereby escape taxation. STEALING A GOVERNORSHIP. A Charleston, W. Va., dispatch of the 7th says. At yesterday's session of the legislature the gubernatorial re turns were read until the clerk reached a point in the proceedings when the count would elect Jugde Fleming, Democrat, as Governor. Then the Democrats objected to any further reading, and as the returns read showed a majority for Fleming the leg islature decided, by a vote of 42 to 41, that Fleming was elected. The Repub licans protested, but are utterly helpless, and it is believed the Democrats will fully carry out their plan to steal the governorship." There is great excite ment. That the' New tflm Electric ,x Li||tt',Company, its successors and *^«Bgg*«&$ghereby authorized^© erect WWauwiP^i and maintain in and along the streets alleys and public grounds of tfie City of New Ulm, the necessary poles and masts for the purpose of stretching and maintaining thereon the necessary wiros, lamps and other fixtures, as are essential to the business of furnishing within said'city, light, heat and power by electric currents, to whoever may desire the same, according to the condi tions hereinafter stated. SEC. 2. In the construction and op eration of the electric light plant to be erected hereunder, none but insulated wires shall be used, the poles or masts necessary to be erected shall be straight, of sufficient thickness, at least 25 feet in height above the ground, smoothly planed and paint ed, and, in all streets, shall be set in the sidewalk close to the gutter, unless special authority or directions are other wise given by the City Council and in all alleys and public grounds, the same shill be set at such places and in such manner as may be directed and ap proved of by said City Council. SEC. 3. he said New Ulm Electric Light Company, its -successors and assigns, shall have suitable and proper works, apparatus and appliances in operation, ready to supply electric light to whoever desires the same within said city, within six months after the ratification of this ordinance, and shall keep said works in operation eontinous ly thereafter for the purpose of supply ing said electric light and in case of accident causing said works to be im peded or stopped, they shall be put into full operation without djjay and with the greatest possible diligence and all fixtures, appliances and devices used in and about said electric light plant shall be of the very best of the kind, capable of furnishing" as good a Duality of elec tric light as is furnished *in other cities. SEC. 4. The owner or owners of the franchise herein granted, shall not un neoessarily obstruct the streets, alleys' or public grounds of said city in the construction and operation of said elec tric light plant and shall without delay restore the same to as good a condition as they were in prior to the commence ment of operations thereon, and shall employ all proper and necessary pre cautions to guard against danger by ac cident in the prosecution of the work of establishing said electric light plant. SEC. 5. Whenever any street, alley or public ground, on which any poles or masts have been set under the pro visions of this ordinance shall be graded, or the grade or width thereof changed, it shall be the duty of the owner or owners of the franchise in this ordi nance granted, to reset its poles or masts at his or their own cost so as to conform %o the grade or width so changed. S EC 6. The said New Ulm Electric Light Company, its successors and assigns hereby assume all liabilities and save the City of New Ulm harmless from any and all damages growing out of the construction, repair and operation of said works and the use of the said electric, light, ard the City of New Ulm shall have the use of its pole-line free of charge for the pur pose of stringing thereon its fire-alarm wires and the owner or owners of the franchise herein granted shall at any time hereafter permit any telegraph or telephone company or companies to properly string their respective wires on its said pole-line upon being paid or tendered a reasonable compensation therefor. SEC. 7. The rights, privileges and" franchise herein granted to said New Ulm Electric Light Company, its suc cessors or assigns, shall become opera tive from the day of ratification thereof and shall continue for the period of twenty-five (25) years thereafter, and any transfer or change of ownership of said rights, privileges and franchise, shall at the time when the sime takes place, be forthwith communicated to the City Council in writing, by joint no tice by the the grantor and grantee thereof. SEC. 8. The said New Ulm Electric Light Company, for itself, its successors and assigns shall, within twenty days after the approval and publication of this ordinance, if it desires the benefit of the same, file with the City Clerk of the City of New Ulm, its written acceptance of the same upon the con ditions and subject to the provisions herein named, and in case of de fault in tiling such instrument of accept ance, this ordinance shall be deemed to be rejected and shall become and be thereafter void. SEC. 9. In case of any failure by said New Ulm Electric Company, its successors or assigns, to have proper works, apparatus and appliances in operation ready to supply the inhabi tants of this city with electric light within the time herein required, or fails to do any material thing by this ordi nance required of them, or in case of any failure by them to observe any and all of the regulations herein contained or made in pursuance of this ordinance then in either case such failure shall forthwith work a forfeiture by them of all the rights and privileges herein granted. SEC. 10. Nothing in this ordinance contained, shall be taken and construed to grant to said New Ulm Electric Light Company, its successors or assigns the exclusive franchise of furnishing ligbt, heat and power by electricity within the City of New Ulm." The right is hereby also reserved to amend this ordinance in any manner necessary or pr«q?er at any time for the full protection of life and property by reason of the construc tion and operation of said electric light plant.
