The visit of President-elect Hard- ill to the capital of the Panamanian re public is resulting in noticeable in crease in the friendlr feeling toward the I niied Mates, according to Panamanian officials and prominent Americans here. It has checked, for the time beine. a pouring undercurrent of resentment to Hard the United States which has been fanned by radical Panamanians seeking to overthrow the Porras party now in poer and arokedly friendly to the Amer. lean got eminent. Harding accomplished .this, Americans here say. by his friendly remarks at the dinner giitn him by President Porras and appearances at informal receptions, here he emphasized the responsibility resting on the Republic of Panama and insisted that the United States wanted all countries to have the same share of freedom in international relations that it desires for itself. A treaty ores the United States the right to pur chase lands for this purpose, but a dif ference has arisen over the price to be paid the American officials insisting on the 1904 valuation figures and Panamam ans claiming this is too low now. Just now the contemplated acquisition of sites on Toboga Island for additional defenses at the Pacific end of tqe canal is the cen ter of friction. This feeling reached a criIs recently. wher General Penning was on a tour of -inpection in the canal zone. Lo.al politicians had been haranguing a crowd in froSt of the Union Club, where Gen eral Pershing was to be feted. The crowd got out of hand and began throw- ing rocks at automobiles in which Ameri cans were arriving for the banquet. Word was dipatched to General Pershing, who was about to start from the Tholi Hotel at Ancon and what might have been a serious incident was thereby averted. WORK FOR HARMONT President Porras, formerly Panaman ian minister to the United States, is ex erting every effort to allay this unfriend ly feeling, and it was to assist him in this enterprise and to seek a better undcr- rtanding with the citizens of the Pana manian republic that Senator Harding abandoned his reluctance to visit foreign soil while in Panama. Henry says that the busiest time of the year for Issuing marriage licenses is yet to come. Last year the total number of licenses granted was 265, whereas there have been 293 so far this jear. Since the United Stales is technically at war with Austria, it will be necessary for Scherl to get a presidential releae, that is, a statement from the chief ex ecutive saying that the applicant's loy alty is unquestioned. This ruling dees not apply to those whose applications were filed before war was declared. Aubrecht sas that he came to Ameri ca with the intention of becoming a citi zen of the United States. He is married and has three children. His wife and to of his children w'ere born in Austria. ''Conditions in Austria now are very bad," sajs Joseph Aubrecht, a Bohemian, who has been in Columbia since 1911 and who filed a petition for naturaliza tion here a few das ago. Aubrecht has jut received a letter telling -about the suffering in Austria. When asked if he were glad not to be living in his old home country now, Au brecht said, "In some ways yes; and in others, no, because I feel sorry for them. It depends largely on wlut state ou live in over there as to whether you suf fer. In some parts of Austria, they are very near revolution; in others, it is not so bad." Aubrecht came to America in 1907. He applied for naturalization while in St. Louis where he worked before coming to Columbia. On account of changing addresses, he declared bis intention to be come a citizen before the Grcuit Court here in June, 1915. This declaration, coming before -a state of war was de clared between the United States and Austria Hungary, made it unnecessary for Aubrecht to get a Presidential re- 3.
