To avoid penalty, income-tax re
turns must be in the hands of col
lectors of internal revenue on or
before midnight March 15,1022.
Every taxable return must be ac
companied by a payment of at least
one-fourth of the total tax due. Ex
tensions of time for tiling returns
are allowed only in exceptional
eases illness, absence, etc. Appli
catins tor extensions under these

to the collector of internal revenue

For failure to make a return on
time the penalty is a fine of not
more than $1,000, plus 25 per cent
of the tax duo.
For failure to pay tax when due
or for understatement of the tax
through negligence there is a penal
ty of 5 per cent of the tax, plus in
terest at 1 cent a month until paid.
For making a false or fraudulent
return the penalty is a line of not
more than $10,000 or not exceeding
one year's imprisonment, or both,
together with the cost of prose
cution and an additional assessment
of 50 per cent of the amount of
tax paid.

NOW BEING DEVELOPED
Despite the fact that this is the
motor age, that the automobile has
been universally adopted as the
highway vehicle, and that Federal,
State and county agencies have for
several years accelerated road build
ing, actual touring experience
shows, according to the American
Automobile Association, that there
there has not been developed a sin
gle transcontinental road making
an automobile trip from coast to
coast a possibility at all times. In
order to make such a trip possible
throughout the year a program I?
now taking shape under the aus
pices of the Lee Highway Associa
tion, assisted by the A. A. A.
As a result of this co-operation
the Federal Government, through
the United States Bureau of Pub
lic Roads, and the States of Virginia,
Tennessee, Arkansas, Okla h o m a,
Texas, New Mexico, Arizona and
California, through their State road
departments, are now engaged In
the selection of the most direct feas
ible route from Washington, D. C.
to San Diego, Cal. Subsequently,
effort is to be concentrated for the
speedy completion of all unfinished
sections, and for the systematic
maintenance and the widening and
strengthening of the pavement as
required by the volume and charac
ter of the traffic the pavement will
be required to carry.
The north and south State
highway that comes through
Haytl will connect with this road
in Crittenden county, Arkansas, but
a short way out of Memphis, after
crossing the Harriman bridge.
