The freight war truce, from m,..-.. cperators anticipated a satisfiu-ti..-adjtistment of discordant dillicul; it-.-', seems to have been ineffectual, and a reopening of hostilities, because of the refusal of the most aggressive road to submit the dispute to arbitrators, is imminent. The wiley Turk has once more he come an object of anxious interest and adds something to the disquieting un certainties. The willingness of the public to en gage in speculation is evidenced by the alacrity with which it responded to tin recent moderate advance in wheat ami corn, even though the upturn ia.- caused more by the possibilities of crop damage than by any injury yet sustained. The interest manifested' in corn was siguiticant and augurs well for the future of the market for that cereal whenever anything occurs upon which to predicate a bull movement. Although the weather has been count all that could be desired for the grow ing crop, the fact that it was being damaged by hot winds over a limited area in Kansas was sufficient to revive speculative inteiest and to at once broaden the market a significance fraught with promises if anvthin-r oc curs to seriously curtail this season's yield. The advance brought somewhat freer onermgs lrom country points, and re ceipts in consequence will nrobablv be more liberal. The export movement has again become large, and will, if it continues, prevent lamer receipts from becoming burdensome. It is claimed mat the low price has proved so at tractive to foreigners that they have accumulated excessive stocks, and that . some ot them are getting out of con .xlition. The government report, issued on the 10th inst., places the average con dition of the crop on July 1st at Sist. 9 points lower than for the correspond ing date last year, on an acreage 1.2 per cent less. 1 lie condition of wheat, winter and spring combined, is placed at S4.S. Winter is 81.2. or 2.7 points higher than one month ago. and spring 91.2. or 1.0 points higher. The per centage of crop remaining on hand is estimated at 0.4. The wheat market has been intlu enced by the action of corn and has at times ruled quite active: the .lulv on- tion has been erratic and its course has naturally affected the deferred futures. Offerings of new wheat to arrive dur ing this month are dailv heenniiiiK more liberal. Harvest is'progressing rapidly and favorably and the concen sus of opinion seems to be that the quality is line and the yield in excess 01 anticipations, me reports or dam age to French. That some damage has been sustained is doubtless true, but that it is serious seems im probable; with present low prices. "How ever, even moderate curtailment of foreign crops would prevent anv marked decline, and with depleted stocks would furnish the basis for a higher range of values. Such successful bidder, before said franchise shall take effect, shall give bond to said county, to be ap proved by the said County Court for the faithful and punctual payment annually of such per centage and for the prompt construction, completion and maintenance of such telephone, poles lines, system and exchange and all other conditions required by law and the order of said court. Said telephone exchange shall be located at the City of Jackson. The telephone poles shall be at least 1H feet high, shall be set along the sides of said highways so as not to obstruct public travel along said roads, and the wires shall be 15 feet above the ground. Such telephone system and exchange shall be completed and put into oper ation within twelve months from said August 9th, 1897. The said sale will be conducted by the sheriff of said county and the clerk of said court. Said court reserves the right to reject any and all bids.
