Washington, Jan. 20.—The Agricul tural Extension bill providing federal fild for agricultural extension work in «ach state, passed the house today. Jtepresentative G. M. Young of North Pakota made an argument for the bill which met with hearty response. Representative Young presented statistics showing the scope and suc cess of the extension work carried on |n North Dakota and praised the suc cess of the North Dakota Better JParming association under the direc tion of Thomas P. Cooper. Commenting upon the Agricultural J3x tens ion bill which is reported in a Courier-News dispatch to have passed the house of representatives yester day, Director Thomas P. Cooper of the state experiment station declared that if the bill runs the gauntlet of: the senate and becomes a law. it will piark the first big step toward which the federal government has taken to promote farm extension work. "The bill provides." said Mr. Coop PT, "that federal funds may be appor tioned among the states in proportion to population, to aid in carrying the better farming movement directly to the people on the farms. "In order to secure federal aid the tttate will have to appropriate money for the purpose at the same time. The federal aid will be sufficient to make Jt possible to carry on a large amount of extension work and will give a great impetus to the work now under way, if the bill becomes a law. The bill as shown is Co-operativeOperation Under Federal Control PLANS FOR SELLING OF FARM PRODUCTS DIRECT THROUGH EQUITY PLAN. Minneapolis, Minn., Jan. 19.—Wash ington dispatches tell of Senator Bor ah of Idaho introducing a bill in the United States senate to create a na tional clearing house for the grading and handling of grain and farm prod ucts. The bill is along the lines advo cated by the Equity Cooperation Ex change. It eliminates the middle men and places the producers in touch with the consumer through a market system owned by the farmer under federal aid and supervision. The clearing house would be under the management of aboard of 15 directors chosen by all sub-divisions of the country for terms of five years. The association would draw its real strength from county associations consisting of not less than 50 farmers «acti. The system would go into operation na soon as 300 such county associa tions shall have been formed. The expense of the association will be borne by the federal government until It became self-supporting. The na tional association would be chartered for 99 years and would have power to enforce upon its component associa tion. National and state laws as well as the regulations of the associations. These regulations of the associations would fix in detail provision for pack ing, purifying, grading, shipping, sell Jng and delivering farm products. To facilitate the work of the central body in distributing farm products the bill gives the board extraordinary powers. It could build, lease or pur phase mills, gins, compress machines, factories, pre-cooling plants, ice fac tories, cold storage plants, printing presses, slaughter houses, driers, evap orators, office, telegraph and tele phone and telegraph lines. The as sociation with the consent of the fed eral government will be authorized to issue bonds. It could also create capital stock out of its surplus earn ings and could lend money to members pf the county association. Senator Borah's bill, together with proposed tax on option trades, would, tf enacted into law, practically put the present grain exchanges out of busi ness. A heavy tax on option trade would effectively stop gambling in $rain. The system proposed by Sen ator Borah recognizes the necessity of farmers having their own selling agencies and will give federal aid and support to such.
