ALASKA COMMISSION It does not appear likely that there will be any immediate and practical results from the work of the Alaska commission, now in session in London. The re sult will depend largely, if rot al together, upon the British judge who is one of the commission. If he should unite with the Amer ican representatives to uphold the justice of our claim there would be an end of it. Other wise there is no agreement in sight. The three American commis sioners went over with their minds already made up: It can not be said that they are open to conviction. Every man of them is on record in the most positive terms in favor of the boundary as the United States claims it should run. They are not to be moved, and it would not be well for them to return to this coun try if they should. It is pre sumed that the two Canadian representatives are equally fixed in their opinions. If Great Britian's member unites with the latter, it will be a deadlock if with the former, our case is won THE New York city board of education is worrying over the fact that babies are being born in the great metropolis at the rate of one every minute, while the death rate, owing to improved sanitary conditions, has fallen from one-third to one-tenth. Northern Minnesota is not afflict ed that way. IN SPEAKING A DAILY of the land office decision the Beltrami county Advocate, published at Shevlin, says: "This is one of the few iastances where' the Beltrami CDunty metropolis has seen any thing on earth that she wanted and put up a fight for that she did not get." paper for women, to be published and edited by women, will soon make its ap pearance in New York. There were nine mar riages there in one day this week. accidental \y Snot. Fargo, N. D., Sept. 26.Juel Schock man, a twelve-year-old boy in La moure county, was riding on a header with his brother. He carried a shot gun to shoot chickens. When he jumped off the gun was accidentally discharged and the charge entered his side. The physicians say he has a chance to recover. Falls Dead in Field. New Ulm, Minn., Sept. 26.While cutting corn in his field in the town of Lafayette Bernard Klinger fell from the seat of the machine dead. Heart disease was the cause. He was thirty-seven years old and left a fam ily in good circumstances. Shoots Three Actors. Cincinnati, Ohio, Sept. 2fi. Joseph Monger, manager of a theatrical com pany playing "Marked for Life" at the Robinson opera house, shot three mem bers of the company last night. Mong er has been acting queerly for a week. Bonds Voted for Court House. Windom, Minn., Sept. 26.The prop osition to -vote $50,000 bonds for the purpose of erecting a new court house at Windom, carried by 400 majority. Th vote in the country was very lteht. (OFFICIAL) PROCEEDINGS OF THE Board of County Commissioners of Beltrami County, Minnesota, Adjourned Session. BEMIDJI. MINNESOTA. September 8,1903. Hoard of county commissioners of Beltrami county, Minnesota, met in adjourned ses sion. All members present. Called to order by the chairman at 10 o'clock a. m. Moved by Commissioner Johnson, seconded by Commissioner McDowrald, that 8100 be appropriated out of the county road and brldifo fund to the town of Hemidji to be ex pended on the county road as it runs between sections 13 and 24 in said town. Motion carried. Moved by Commissioner Johnson, seconded Commissioner McDoujfald, that 3100 be appropriated out of the county road bridge fund to the town of Frohn to be expended on section lint between sections 1S-19, 17-20 and 16 and 21. Motion carried. Board adjourned to meet at 2 o'clock p. m. Board reconvened as per adjournment. On motion by Commissioner Wright, sec onded by Commissioner Anderson, formal resolutions were made and filed with the auditor, organizing the following described territory into school districts: Sections 22, 23. 24. 25. 2(1. 27. 34. 35 and 3. town 151. north of range 31 west, as School District No. X2 all of government town 153 .north of range 31, as School District No. 83 and sections 4. 5, (i. 7, A, 9,1H, 17 and IN. town 140, range 35 west, as School District No. 84. On motion by Commissioner Wright, sec onded by Commissioner Johnson, that the application of W. P. Welch for a license to sell intoxicating liauors at Nebish. was ap proved, and the chairman and auditor In structed to issue said license. Motion carried. On motion, the bond of W. P. Welch, with Charles Nannie and Fred M. Malzahn as sureties, was approved. The Xolloivlwr. report of the hear tt audit was read and approved: Bemidji, Minn.. Aug. 8.1903. The board of Audit of Beltrami county, Minnesota, met in the auditor's office as per auditor's call at 2 p. m. for the purpose of receiving and opening bids for additional depositories for county funds. Members present: D.L.Sylvester, county auditor F. O. Sibley, chairman of the board of county commissioners F. W. Rhoda. clerk of the district court. The following bid was received and opened Proposal of an Incorporated Bank for the Deposit of County Funds: The First National bank of Bagley in re sponse to an advertisement for bids for desig at ion by the county board of auditors as depositories for funds of the said Beltrami county, hereby makes apolication to be des ignated as a depository for funds for the said county, and does hereby agree with the board of audttors of said Beltrami county that if said bank" shall be designated by the board of auditors as a depository for the funds of said county that for and in consid eration therefor it will well and truly credit all moneys deposited when received, and will on the first day of each month render to the county auditor the statements of account and of interest, as reemired by law. and will well and truly credit to the county on the first day of each month the interest dueon the balance for the preceding month, esti mated on daily balances for said preceding month on all funds payable on demand at the rate of 2 per cent per annum, and will at the time fixed for the payment of funds de posited for any certain length of time credit the accrued interest thereon at the rate of 3 per cent per annum, andwill well and truly liold and safely keep all said funds, with accrued Interest thereon, subject to draft and payment at all times on demand, or at the date fixed in case any funds are de posited for a certain length of time, and will well and truly pay over on demand, accord ing to law. all funds belonging to said county which may hereafter lie deposited, or which have heretofore been deposited in said bank and which remains unpaid at the delivery and approval of agood and sufficient bond running to said county, which said bank hereby agrees to furnish to said county in such amount and wish sucli sureties as may lie reiulro by the proper authorities ^and conditioned upon the faithful discharge ofeacli and every agreement hereinbefore enumerated. It being further agreed and understood that the bank wbl renew or increase such security whenever required by the proper authority with full power reserved to said board of auditors to vacate, revoke or mod ify such designation if the same he made. Khoda, the above bid of the First National bank of Bagley Was accepted and further Resolved, that the First National bank of Bagley, and the same hereby is designated as an additional depository of the funds of the county of Beltrami for the term of two years and further Resolved, that the permanent depository be made for twenty thousand dollars for the term of one year, and the auditsr is hereby directed to notify the county treasurer to make such deposit upon the tiling with him of a bond of said bank approved by the board of county commissioners. On motion of P. W. Khoda and seconded by F. O. Sibley, the bond of the First National bank of Bagley for depository of county funds was accepted, subject to the approval of the sureties thereon by the lxar of county commissioners.
