Every citizen of Bemidji who desires the well being of the city will find causeforsatisfaction in the decision of Attorney General Douglas, that the adoption of a charter by the city in itself con stitutes incorporation. However we may have differed as the proper plan of procedure in organizing as a city we must all be agreed that the charter form of government is more to be desired than any other, per mitting as it does the city to frame and modify its own system of government at pleasure. The beauty of the charter plan is that it permits home rule. The city may adopt any form of gov ernment not inconsistent with the laws of the state that it pleas es and if mistakes are made in drafting the charter or in modi fying it from time to time it is always possible to the city to cor rect such mistakes whenever it will. The drawing of a charter should be pushed to completion with all possible dispatch that there may be ample time for dis cussion and satisfation by the people at the earliest possible date. evidently only a tentative candidate for governor. If his mind were made up beyond a possibility of change he would resign from the bench at once. But it has been pointed out that the very fact that he does not resign with the an nouncement of his candidacy shows that he is at present simp ly feeling of the people and that should the next few weeks fail to bring out a popular demand for 4iis nomination he will abandon his canvass and cling ,to his judgship. A wagonload of bedding intended for the barn barracks was saturated with oil and burned at the Thirty ninth street corner. A shot was fired into the Englewood police station from the darkness, the bullet narrowly missing a desk ser geant's head. The Cottage Grove cable system was put in operation during the morning, with five trains under police protec tion, and the running of the Went worth Avenue line was continued. One thousand policemen were distributed along Cottage Grove and 300 on We-nt worth avenue. Thousand Police on Duty. Five trains left the barns near Thirty-eighth street on Cottage Grove avenue for the downtown loop at 9:45, a heavy police guard attending each train. The gripmen in each case were protected from possible injury by heavy wire screens, while a force of nearly 1,000 patrolmen guarded the line and kept the crowds moving. Wagons were hurried along and kept off the street so far as possible. On the Wentworth Avenue line a heavy couch dropped in front of a car by two men suddenly running in front of the car almost caused a smashup at West Forty-first street. The car, moving at a high rate of speed, struck the couch and hurled it to one side, smashing it to splinters. The couch was picked up from in front of a hardware store by the two men, who ran directly in front of the car and, quickly dropping the couch, scampered off. Switches were found to be spiked all the way from West Seventy-sev enth street to West Thirty-ninth street. It was necessary to make fre quent stops to close them and then a huge stump of a tree had to be removed from the track at Thirty-first street and a rock at Thirty-third street. Occasionally a shot was fired at a car as it passed or a brick or piece of iron was sent flying through a win dow, but no person is known to have been injured. GENERAL JIMINEZ LANDS. Proposes to Attack the Capital of Santo Domingo. Cape Haytien, Hayti, Nov. 18.Gen- eral Jiminez, the leader of the revo lution in the Dominican republic, has arrived at Santiago de los Cabelleros, Santo Domingo, to take part in defi nite operations with the view to mak ing a decisive attack on the capital, San Domingo. The French cruiser Jurien de la Graviere has arrived at San Domingo. Ramon Caceres, the revolutionary general who landed with Jiminez re cently in Santo Domingo, remained at Puerfib Plata. Steel Plant Closes Down. Phoenixville, Va., Nov. 18.About 800 men have been rendered idle by the closing of the steel plant and sev eral other departments operated by the Phoenix Iron company. It is thought the shutdown will be of~short dura tion. Those remaining at work suf fered a reduction in wages of 5 per cant BRIEF BITS OF NEWS.
