Washington, Jan. 5.The senate committee on military affairs has de cided to report favorably the nomina tion of General Leonard Wood to be major general. The vote stood 7 to 2,ing's the affirmative senators being Proc tor, Warr.en, Foraker, Quarles, Cock rell and Pettus the negatives Scott and Blackburn. Senator Proctor was not present, but authorized his vote to be recorded. Hawley and Bate were absent. SENT TO THE SENATE. Nomination of William H. Taft as Sec retary of War. Washington, Jan. 5.The president has sent to the senate the nomination of William H. Taft of Ohio to be sec retary of war. The president also nominated Luke E. Wright of Tennessee to be civil governor of the Philippine islands and Henry C. Ide of Vermont to be vice WILLIAM H. TAFT. civil governor of the Philippine isl ands. Other important appointments sent to the senate were: Civil Service CommissionerJohn C. Black of Illinois. Consul GeneralHenry R. Saylor, Pennsylvania, at Coburg, Germany. Assistant Secretary of Commerce and LaborLawrence O. Murray, Illi nois. WORK OF AN INCENDIARY. Fire in New York Causes Heavy Prop erty Damage. New York, Jan. 5.The greater part of the building at the southwest corner of Broadway and Leonard street was destroyed by an incendiary Are during the night. The firemen discovered holes bored in five different places on thequires stairway, cotton waste saturated with kerosene in the hples, piles of kind ling soaked in kerosene in the corners and oil spilled here and there.
