Palmer, the present Register of Deeds, has filed for re-election, as is well known. Mr. Palmer resides in Virginia on the Iron Ranges, and is the only man from the Ranges holding a general County office. He has a thorough and practical knowledge of the laws governing the Register's office, and, in accord ance with an established rule, in augurated by himself, all instru ments presented for record, are, be fore being recorded, carfully ex amined by competent deputies to see that they are properly executed and that no errors creep into your titles. By this means, in many in stances, parties have been saved from litigation and a large amount of expense in the Courts in order to perfect their titles to their land9. Another system adopted in the office is, that all instruments re ceived for record are speedily and properly recorded and returned to the sender the day following. The Chief Deputy attends to hav ing your deeds certified as to taxes, 9aving you the trouble of coming to the office. This office is conducted purely on business principles. All matters received here are carefully examined and compared, and as carefully guarded as though we were looking after our own property interests. During Mr. Palmer's incumbency in the office up to July 1st of this year, the business transacted in the Torren's and Register's offices amounts to $77,734.93. The expense of running the office for the same length of time amounts to $48,296 82. leaving a net profit, up to July 1st, 1908, of £29,MM 11. I append to this letter, for our perusal, a statement of the State Examiner's Assistant, who inspect ed this office the 14th of July, which statement appeared in the Duluth Evening Herald of July 17th, and reads as follows: "Mr. Cederberg, who inspected the office of the Register of Deeds, M. C. Palmer, speaks in the highest terms of the efficiency of the man agement, and says there is not a better conducted Register's office in the State. He expressed surprise at the promptness with which the business in the office is transacted, all instruments being recorded and mailed to their owners within twen ty-four hours of the filing. There is no other office in the State, Mr. Cederberg says, which has that sort of system. More instruments are handled through the local office than through the offices in Ramsey and Hennepin Counties. This is because St. Louis County is so large, and there area greater number of Deeds, Mortgages, etc., being offered for record." Mr. Thomas Clark is the Chief Deputy Register of Deeds and Mr. W. A. Anderson is the Deputy Reg istrar of Titles. These gentlemen are able, efficient and courteous, and have a perfect understanding of the requirements of the offices. The clerks employed are excep tionally competent and their long and continued service here has given them a knowledge of the office duties such as would take years for new clerks to gain, and should I be successful in this election, it is the understanding that the present deputies and clerks in the office will be retained. Another reason why there should be no changes in the office force in this office for the next two years, is that it is quite probable within that time allot the records, papers and files will have to be transferred to the new court house, and in that case, it will require a force of ex perienced deputies and clerks to re arrange the affairs and business therein that accurate and reliable information may be obtained by the patrons of the office and busU ness transacted without interrup tion. In soliciting the votes of the voters of St. Louis County at the primaries, I promise to give you the same honest and faithful service for the next two years as you have received in the past, and I respectfully ask all of my friends both in Duluth and on the ranges to see to it, that the only County office which the ranges now have shall not be taken away from them without a good and sufficient reason. The city council of the City of Virginia do ordain as follows: Section That sections One (1) and Ten (10) of Ordinance No. 74 entitled "An Ordin ance relating to animals and poultry run ning at large" be and is hereby amended. That section One (1) be amended by add ing thereto "any chicken, turkey, goose, duck, or other poultry." Section & Section Ten (10) shall be amended as follows: The pound district of said citv shall be extended to include all that territory within what is known and designated as "Anderson's Addition to the City of Virginia." Present Aldermen £lmquist. Boylan. Trezona, Mattson, Mr. President—5. Absent—Alderman Laviollette—L Reading minutes of previous meeting. Moved and supported that the minutes of the previous meeting be approved as read. Carried. Property owners along: the north side of Maple street between Mesaba avenue and Railroad avenue petitioned the council to have the city cut down the sidewalk along that block from feet to 6 feet and also to provide the regulation 6 foot boulevard be tween the lot line and the sidewalk line, the same as on the south side of this street, and charge the expense to the petitioners. Moved and supported that the petition be granted and that a resolution be drawn to that effect and to le presented at the next regular meeting. Carried. City Engineer Johnson submitted in writing- his final report on the construction of the sidewalk to the Cetnetary by I. P. Kooney, together with the final estimate on the same amounting to $1,151.90. Moved and supported that the matter of the acceptance of the sidewalk to the cem etary be referred for inspection to the Mayor and city council. Carried. Roxy Walters made application to the city council to be appointed as a fireman the Virginia Fire Department. Moved and supported that the application be referred to the chief engineer of the fire department. Carried. The ordinance relating to the preserva tion of public pe ice and good order was up for its third reading. Moved by Alderman Elmquist, supported by Alderman Trezona, that the ordinance receive its third and final reading. Carried. I'pon instructions from the president the clerk read the ordinance. I lie city clerk read a cofiiimmiciition from the Great Northern Railway Compa ny relative to the changes asked for by the city council through the city clerk, relative to an agreement between the railway com pany and the city on the hauling of gravel over this company's tracks from the Com modore Aline to the north end of Wyoming avenue, stating that the company would not alter the contract as forwarded to this city. Moved and supported that the city clerk be instructed to return to the Great North ern Railway Company the contract for warded by that company to the city in the gravel hauling matter and state the coun cil's reasons for the return of the same. Carried. Moved and supported that the city clerk be instructed to return to the Duluth. Missabedc Northern Railway Company its contract relative to the putting in of the crossing-frog at the north end of Wyoming avenue and in returning this contract to express the council's thanks for the inter est taken and the inducements offered the city whereby it could secure dirt and gravel for its streets. Carried. Moved and supported that the city clerk be instructed to write the Great Northern Railway Company relative to the railroad ordinance of this city which provides that Railway Companies must maintain a flag man at railway crossings and that as this is not being lived up to by this company the city requests that a flagman be sta tioned at both the company's crossings in the city limits of this city. Alexander Reid Sc Co. made application to the council for the use of five feet of either the front or the side of their place of business for one hour's exhibition by Buster Brown and his dog Tige on August 36. 190*. Moved and supported that the request be granted. Carried. Ole lohnson submitted to the council a personal bond in the sum of £100.00 in the matter of the digging of a trench for sewer connections from the main on Virginia avenue to his dwelling on lots 1 and 2. block No. 52. naming Ed. Pearson and Geo. Sovde as sureties. Moved and supported that the bond be accepted and after approval by the mayor ordered filed. Carried. Ed. Falk made application to the council for permit to repair the front of his brick veneer building on lot No. 2. Block No. 27 and submitted a$200i00 personal bond with Chas. Oberg and Ben Olson as sureties. Moved and supported that the permit be granted the bond accepted and after ap proval by the mayor ordered filed. Carried. The ordinance entitled "An ordinance regulating Shows and exhibitions in the City of Virginia and providing license therefor" was up for its second reading. Alderman Boylan requests the reading of the ordinance and upon instructions from the president the clerk read the same, this being its second reading. The board of park commissioners of this city composed of O. A. Poirier, B. Levin, John Costin, Jr.. Norman McDonald and Henning Erickson. at a meeting held on Monday evening August 17,1908, according to a communication filed with the city clerk, electing as its officers, John Costin. Jr., as president and O. A. Poirier as its secretary and attached to the communica tion was an ordinance relating to the de partment of parks which the board desired to have passed by the city council, the same regulating the park board affairs. Moved and supported that the commun ication be accepted and ordered filed. Carried. The ordinance relating to the department of paries was up for its first reading. Alderman Boylan requests the reading of the ordinance, and upon instructions from the president the clerk read the ordi nance. The committee on fire and Hre depart ment recommended that Cleveland ave nue be placed in as good condition as possible and that this avenue lie used by the fire department in making a run south of Chestnut street as this avenue seemed to be the main line from which branches on the street could be run. Moved and supported that the street commissioner be instructed to place in good condition Cleveland avenue. Carried. Moved and supported that the city clerk be instructed to write the Duluth ofHce of the Mesaba Telephone Company for per mission to paint a red strip around the bottom of the telephone poles on which the alarm boxes are placed. Moved and supported that the street commissioner be authori/.ed to furnish the Virginia Light 4c Water Company a suffi cient number of men required to do the digging in the removal of all hydrants now oeing maintained on the sidewalk right-of wav. Carried. Moved and supported that the hose house now being maintained in the South Side Addition be removed to property owned by the city just west of the steel bridire. Carried. Moved and supported that the matter of the purchase or the making of necessary hose sleighs for the fire department be re ferred to the committee on Hre and fire de partment. Carried. Moved and supported that the city engi neer be and is hereby instructed to prepare plans and specifications for storm sewers throughout the various streets and ave nues in the city. Carried. Attorney Pickering and D. W. Stebbins. a committee appointed by the Commercial Club to wait upon the council on a matter relative to the construction of a new road to Eveleth. which would cut off the heavy grade on that thoroughfare, appeared be fore the council and presented a survey of its new route which the commercial club had made at their own expense and re quested the council to instruct the city engineer to go over the ground and make a rough estimate of the cost of the change in the road as outlined and that the ex pense be borne by the city.
