To the Honorable Common Council of the City of St. Paul: Gentlemen: The following resolution was passed by the Board of Water Com missioners at a meeting held this day: By P. 11. Kelly— Resolved, That the Honorable Common Council of the City of St. Paul be respect fully requested to direct the City Treasurer to place to the credit of the Board of Water Commissioners twenty thousand (320.000) dollars, being the premium received on the sale oftne 5400.000 of water bonds, so called, dated April 1. ISSS, issued by the City of St Paul, authorized by an act of the Legislature, approved Feb. 21, 1885, for the purpose of extending, enlarging and im proving the water works of said city, and that the Secretary be instructed to transmit a copy ot this resolution to said Council. To the Honorable President and Members of the Common Council, St. Paul, Minn.: Gentlemen: The Committee on Fire Department, to whom was refened the petitions from citizens on Dayton's bluff, Arlington hills, St. Anthony hill and the Minnesota Transfer Company, together with the report and recommendations of the Board of Fire Commissioners, respectfully report and recommend for your adoption the following: First— The purchase of a suitable piece jf ground on Arlington hills for the erec iion of a fire engine house, erect a building thereon, purchase a chemical engine and horses, employ men necessary to run the same. Second — Build addition to Chemiqal Engine House No. 2, as recommended by Fire Commissioners, repair old hose cart, purchase 500 feet hose and employ three men for same. Third — Purchase a suitable piece of ground on St. Anthony hill, in district bounded by Dale, Victoria, Marshall and Lincoln avenues, erect a building thereon for Fire Department purposes, purchase a chemical engine, horses ?and employ men necessary for the same. Fourth— Purchase suitable grounds for Fire Department buildings in Merriam or Union Park. Fifth — Purchase suitable grounds in vicinity of Hamline University for a Fire Department building. An Ordinance Appropriating Money to the Payment of the Claim of Addie B. Wright, for Personal Injuries Received. The Common Council of the City of St. Paul do ordain as follows: Section 1. That there be. and hereby is, appropriated out of any money in the City Treasury of the City of St. Paul not other wise appropriated the sum of twelve hun dred (81,200) dollars, to be applied to the liquidation and payment of the claim of Addie B. Wright, for personal injuries re ceived and sustained by falling into a cavity surrounding a catchbasin at the corner of Third and Wabasha streets in said city, as appears from the petition presented to this Council Sept. 29. 1885. and in pursuance to the report of the Committee on Claims thereon made Nov. 3, 1885. Sec. 2. That upon said Addie B. Wright executing and tiling with the City Comp troller a full and absolute release for all claims, dues and causes of action of every name and nature, either at law or equity as against said City for said injury or for any of the consequences therefrom, the City Comptroller shall make out and deliver to said Addie B. Wright an order upon the City Treasury for the above-mentioned sum of twelve hundred ($1,300) dollars so appropriated sis aforesaid. Sec. 3. Nov. 21, ISSS. Ordinance No. 594. An Ordinance in Relation to Testing the Meters of the St. Paul Gaslight Com pany and the Protection of its Lamps and Posts. The Common Council of the City of St. Paul do ordain as follows: Section 1. It is hereby made the special duty of the police force of the City of St. Paul to enforce the provisions of article thirty-eight (38), section one (1) of the ordinances of the City of St. Paul, passed Oct. 7. 1869, relating to the protection of any lamp post or city lamp in the limits of said city from damage, injury or deface ment by careless or malicious persons; also to guard and care for said lamps, lamp posts and the appurtenances thereto, and to arrest summarily any person or persons violating the ordinance or ordinances passed or to be passed in accordance therewith. Sec. 2. Wheuever a customer of gas fur nished by the St. Paul Gaslight Company shall apply to the City Clerk to have the gas meter supplied to him, or her, by said company, examined to test the accuracy of such meter, the said company shall be forthwith notified, and a competent person shall be chosen by said City Clerk, and the said company who (with a written certifi cate of authority from said Clerk, and not otherwise), shall proceed and examine and test such customer's meter, and if said meter is shown to register too much. then, and in that case, said meter shall be taken out and made to register correctly, or re placed by a new and accurate meter, and the expense of said examination and test shall be paid by said company, but in case such meter is shown to be substantially cor rect in its registry, then the expense afore said shall be naid by the customer request ing the examination and test to be made. Any person or persons not duly authorized by said company, who shall disconnect, or otherwise interfere in any manner with any meter or meters fur nished by said company to customers, and any customer or customers of gas who shall consent to such disconnection or other interference without the previous consent being obtained from said company shall upon conviction pay a fine for such offense not less than 85 nor more than 535, and shall be further liable for any injury or loss sustained by said company by reason of such disconnection or other interference. Sec. 3. It shall be unlawful for any per son or persons to cut or otherwise damage or interfere with the poles, wires or other | property of any company or corporation I duly authorized to manufacture and furnish '• electric lights to the City of St. Paul or to the citizens or residents thereof in cases i where such poles, wires or other property have been lawfully located and placed where ; ! they shall be found at the time of such inter- i | ference, and any person or persons who ' j shall carelessly or maliciously cut or other i wise damage or interfere with the poles, j wires or other property of any such com- j pany or corporation so lawfully located or i placed, shall pay a fine for each offense of ] not less than $25 nor more than SIOO, and j shall be further liable for any loss or injury j I sustained thereby by any such company or j j corr>oration. Sanborn— It is hereby ordered by the Common Coun cil of the City of St. Paul: That the matter of constructing a sewer on Grand avenue, from Oakland street to point 235 feet east of Floral street, be and the same is hereby referred to the Board of Public Works to investigate and report: First — Is this improvement proper and necessary? Second — Give the Council an estimate of the expense thereof, and state whether one half of the cost thereof is to be paid into the City Treasury before the contract is let. Third — Can real estate to be assessed for said improvement be found benefited to the extent of damages, costs and expenses nec essary to be incurred thereby? Fourth — Is such improvement asked for upon the petition or application of the own ers of a majority of the property to bo assessed for such improvement?
