THREE CENTS A MILE. The Maximum Passenger Rate Fixed. By tlie Railroad Commission. Northern Pacific Officials on the For feiture Bill— -Eulutii Magnates. Copies of an order from the railroad com missioners fixing the maximum rate per mile for passenger transportation were served on the officers of all roads entering St. Paul last night. The order includes all the roads in the state and is the result of the conferences held between the commission and road offi cials some weeks ago. In the order is given the average rate per mile hitherto charged for local passengers as 4 cents per mile, while by the system of passes and other spe cial reductions the average rate per mile for nil passengers in the state was 2. 65 cents. The rates in several other states is also given as a part of the report, from which it ap pears that the average in the United States is 2.42 cents. In the New England group the passenger pays 2.15 cents; in the Middle group 2.17 cents; in the Southern group 2.82 cents: in the western 2.50 and in the Pacific 2.84 cents. The order reviews the . investigation by the commissioners and gives many reasons for the course taken. The following extracts from the order will give a good idea of the order: THE PASS SYSTEM The free pass constitutes one of the discrimina tions in railway traffic which is always unjust to the passenger who pays, and thus a cause of irri tation, and which constantly decreases the reve nues which the state derives from the taxation of the gross earnings of the companies. The board would be glad to assist in abolishing it at once and forever. While the reports for the years ISS2, 1883, 1534 and ISSS show a. constant decrease in the average rate per mile, they do not show nny decrease to the local passenger who travels from point to point and who pays a maximum rate of 1 and 5 cents per mile. The rate show a grow ing discrimination year by year in favor of certain privileged travelers — a discrimination which is ■ contrary to the letter and spirit of our laws which has come to be in a high degree unjust. It is the opinion of the board that the most effective method of dealing with these unjust discrimina tions is by a reduction of maximum rates, until a point is reached where such discrimination will be out of the question. The board says of the meeting of passenger agents held April 15: The position was taken and indorsed by all the companies represented, that the time had not come, in their judgment, for such a reduction of passenger rates as the commissioners considered reasonable. At the conclusion of the conference, however, the companies requested the privilege of preparing and sending the board, Deforc the Ist of May, a statement showing the rev enue derived from passenger traffic in this state, by main and trunk lines, the expenses of the business and the va rious kinds of tickets sold, together with such ob servations as they might choose to make against the proposition ot the board. The great majority of the roads represented, have up to this date failed to make any response in accordance with the understanding reached at the conference. The responses received, as herein stated, were in complete and threw no ."particular light upon the points suggested. THE REASON* WHT. The ability of the roads to carry passengers with the limitation proposed is believed by the commission to be fully equal to the concession. This is shown by the voluntary action of many roads in which the conditions may fairly compare with our own. In Massachusetts, while the legis lature has expressly reserved the power to reduce rates, the roads themselves, by their own action, have fixed rates so low that the average rate is but 2 cents per mile. In every state where a max imum rate has been established, either by statute or by a commission,' the average rate of the roads^themselves is within the limitation. When we consider this mass of facts bearing directly upon this question, and that all lines of road in the country of equal earnings per mile do carry passengers within this limitation, it would seem te demonstrate the ability of our lines to grant the concession herein required. In this connec tion it is proper to note the unnecessary and in detensible tax the roads themselves place upon the passenger revenues by ''cuts" in rates. The war of rates expose managerial responsibility ■to .the fair inference that their rates are either too high, and they can afford to play with the traffic, or that they are recklessly squandering the rev enues of the road. The enormous commissions paid to "scalpers" also constitute a heavy and un necessary tar upon the passenger traffic, and should be passed to the net passenger earning and the public have the benefit thereof. The beard orders that the companies shall not charge a rate exceeding the maximum rate of 3 cents per mile, provided that no company should be required to carry any passenger for less than 5 cents. The order will take effect July 1. Northern Pacific Land Grants. The Northern Pacific road does not regard the passage by the senate of the bill provid ing for the forfeiture of the lands lying 1 adja cent to the Northern Pacific road, from Wal lula Junction to Portland, a distance of 224 1 miles, as of much consequence. This road .has practically decided not to build a 1 line from Wallula Junction to Portland, as such a line is not at all needed. The Northern Pa cific is now operating between these two points on the Oregon Railway & Navigation line, and this road is capable of doing all the business. Consequently the Northern Pacific people do not wish to build a road where it is not wanted. As to the forfeiture of the lands along the Cascade division, the road is sur prised. It was not expected that the Van Wyck amendment would carry, and now that It did carry, the road hopes that 'it may be defeated in the house. Bulnth Officials. About 2:30 yesterday afternoon a number of the Eastern stockholders and directors of the St. Paul & Duluth road arrived in St. Paul to attend the annual meeting of the road, which is to take place on the 21st inst. • Some of the gentlemen brought their wives and daughters with them. Studebaker and wife of South Bend, 2nd. Kail Notes. The - local committee of the International Association of Traveling Passenger Agents, con sisting of J, G. Everist of the Milwaukee; A. G. Barker of the Northwestern: E. H. Smith of the Northern Pacific, and J. A. McConnell of the Manitoba, has gone to Minnetonka to arrange for the coming meeting of the association at Hotel Lafayette, Aug. 10. Commencing Saturday next the Rock Island will run two trains daily each way between Chi cago and Council Bluffs, and tickets via Chicago, Milwaukee & St. Paul and Chicago and North western railroads which have heretofore been honored alternately Saturdays and Sundays on the Rock Island will not be honored hereafter. The Burlington, Cedar Rapids and Northern Railroad company put into effect yesterday a rate of $4.25 trom all its junction points with the Chi cago, Milwakeo & St. Paul railway in the north west, covering about twenty-five important points. R. B. Wilson, the live stock agent of the North ern Pacific road, has resigned and Alex Tenling, recently freight agent at • Bozeman has been ap pointed to fill the vacancy. The earnings of the Northern Pacific for the second week in June were $22fi,C89. For the same time last year $211,201). Increase for the week this year ?15,450. J. M. Buckley, assistant general superintendent of the western division of the Northern Pacific, i 3 in St. Paul. W. C. Hamlin and W. J. C. Kenyon- of the Burlington & Northern have gone to La Crosse. W. E. Powell, general emigrant agent of the Chicago, Milwaukee & St. Paul, is in St. Paul. The St. Paul & Duluth proposes to run an ex cursion train to the log jam on the St. Croix. St. Louis, Mo., June 16.— 0n Decoration day Dr. McChesney, a Methodist parson of Topeka, used this language: I will not attempt to conceal or di scribe my emotions when I learned that on the 4th of March last year, at the time of the inaugura tion ceremonies at Washington, an ex-confed erate general, Fitz Hugh Lee, led that mili tary procession in confederate uniform, with the gallant Sheridan relegated to an inferior position in that line. The matter being called to the attention of Gov. Lee. he has written a letter brand ing the statement as false. In closing he says: •Which is doing most for the promotion of a restored union of co-equal Btates-^-the nar row-minded, blood-thirsty preacher, who probably never smelled gunpowder, or the ex-Union soldiers who stopped fighting when the war was over?
