Considered and placed on tile. BSSH^QfI ('. V. Bacon presented a communica tion complaining that the contractor is not paving the alley in block 21, Wood land Park addition to St. Paul. Re ferred to Engineer, with instructions to notify the contractor to pave said alley forthwith. The Engineer having submitted plans and specifications for the grading of Bavine street to a partial grade, from Hoffman avenue to Maria avenue, grad ing roadway to edge of bluff and put ting in stairs from top to bottom of sai.i bluff, and for grading said Ravine street to a lull grade from Maria avenue to Maple street, the same were exam ined and approved and the Clerk was directed to advertise for bids for said improvement. In the matter of the proposed change of grade on Bobie street, from Winslow avenue to Hall aveiu.'. the same was taken up. and upon motion the follow ing report was ordered sent to the Coun cil, to-wit: To the Common Council of the City of St. Paul: The Board of Public Works have had under consideration the resolution or order of the Common Council, approved Aug. 4, 1887, relative to a change of grade on Robie stieet. from Winslow avenue to Hall avenue.and having inves tigated the proposed improvement, re spectfully report that said improve ment is' necessary and proper as indicated by the red line on the accompanying profile; that the es- ; timated expense thereof is $50; that real estate to be assessed therefor can be found benefited to the extent of the dam ages, co-is and expenses necessary to be inclined thereby; thai said improve ment is not asked for by a petition of a majority of the owners of property to be assessed therefor, but we here with send a plan or profile of said im provement.if you desire to make the im provement. Barrett, Quinby, Starkey and Mr. President In the matter of the order of the Park Commission directing the Board to ap praise and assess the damages and com-. pensation to be paid to parties entitled thereto for the condemnation of certain property for a public park to be known as "Indian Mounds Park," and to as sess all parcels of land benefited 50 per cent of the costs and expenses necessary to be incurred by the condem nation of said property for said park, which on the 18th inst. was laid over to this day, the same was taken up. and after hearing the testimony of 11. 11. Fuller, Sophia Miller by E. C. Miller, J. A. Stees, J. T. Brunck, .1. Q. Haas. Archibald Johnson, James Dillon, John H. Helger, Casper F. Better, J. F. Eisenmenger, James B. Hamin by E. 11. Elliott, and Elsie Stierle by A. Schaefer presented a petition asking that a retaining wall be built to protect her property against damage on account of the grading of Ann street, Bids were opened and read for the grading of Gotzian street from Margaret street southerly to Conway street, as follows, to wit: 11. Tlie Council having again returned disapproved the award of the Board of Public Works to 11. B. Sweet for the paving of Mississippi street, from Grove street to Acker street, with cedar blocks and curbing with granite, including the necessary sewer connections, upon motion, the Board annulled the action by which said contract was awarded to said Sweet. And upon further motion all bids for said improvement were re jected. Yeas 4, nays 0. The Council having referred to Board the petition of Win. Grube and others in the matter of grading Arcade street, from Seventh street to Frances street, I the said petition was ordered to be re i turned to the Council with the report that said improvement is not proper until said street is ordered graded the entire length. Order for the opening of said Arcade street is now pending before the Board. Council refers to Board the protest of : S. C. Madden and others against the construction of a sewer on Woodward avenue, from Burr street to Bradley street. Considered and placed on file. Council refers to Board the petition of J. Anstett in the matter of compensation for damages to be sustained by his prop erty by reason of raising the grade on a street known as the old River road. Re ferred to Engineer for report as to whether a change of grade has been made on said stieet. Resolution of Council, approved Oct. 20, 1887, instructing the Corporation At torney to make the proper application to tho District Court to have the judg ment opened and set aside in the matter of opening Gorman avenue, between Annapolis street and Curtice street, the assessment being erroneous, and in structing the Board to make a new as sessment for said opening, when said judgment is set aside.
