It is hereby ordered by the Common Council of the City of St. Paul: That the Board of Public Works of the City of St. Paul cause the follow ing improvements to be made, to-wit: Open and widen Ross street, from Duiuth ave nue to Atlantic street, in said city, con demning and taking all that land not al ready condemned or dedicated for pub lic use lying within the line- of Ross street, in Terry's addition to St. Paul, produced east to Atlantic street that said Board shall proceed without delay to assess the amount a- nearly as they can ascertain the same, which will be required to pay the damages, costs and necessary expenses of such improve ment upon the real estate to be bene fited by said improvement, as provided by law, it being the opinion of the Council that real estate to be assessed for such improvement can be found benefited to the extent of the damages, costs and expenses necessary to be in curred thereby.
