C Nov. 30.—The board of ordnance and fortification in Its annual report says that the re sults of tests made with the three inch rapid-fire gun recommended by the board for adoption for the army "show that when equipped with these guns and carriages, the field artillery of our army will have a weapon equal If not superior to that of any nation." Relative to the tests conducted in Pensacola harbor, the report says they t.ave resulted in tiu> adoption-of a sys tem of fire control and direction for coast artillery, "which when Installed with such modifications as experience may suggest, us a part of the coast de fense, will render it more than ever effective." SENOR RICO IS EXTREMELY FRANK He Tells Panama When It Was Rec ognized by United States. BOGOTA, Nov. 30. — The follow ing notes have been exchanged be tween United States Minister Beaupre and Senor Carlos Rico, the Colombian foreign minister. In a communication dated Nov. 18, Minister Beaupre says: "I have the honor to inform you that on Nov. 13 the president of the United States formally recognized the Panama republic and received its minister." In reply, Senor Rico, writing under date of Nov. 19, says: "Your note received. I am acquaint ed with the fact that President Roose velt has roegenized the republic of Panama and received its minister. So far as Colombia is concerned, the rec ognition of the so-called republic of Panama by the United Stales had fully taken place at the time your govern ment entered into relations with it. It is not according to rule to establish communications by an international treaty until the existence of a govern ment has been recognized. For this reason the fact of the United States having done so on Nov. 13 and the re ceiving of an agent of the rebels are acts that would naturally follow. The facts you have communicated to me oblige me to state that the Colombian government considers them, and also the premature manner in which the recognition took place, to be a violation of the treaty of 1846 and of interna tional law. "As I informed your excellency Nov. 11, a Colombian army is marching on the isthmus, and consequently Colom bia is primarily the sovereign state, and she will not only carry on the struggle, but is certain of being vic torious if the United States does not interfere. "Even should the United Btatea ig nore the obligations of the treaty of 1846, it is to be hoped that they will remain neutral, not impeding the ef forts of Colombia to bring the Pana mans into submission and abstaining from any recognition of the rebels as belligerents. If the United States as sume an attitude decided hostile to Colombia, and should prevent the latter government's efforts to bring into sub mission the rebels who proclaimed the republic of Panama, then the independ ence of the isthmus is inevitable. In that case the independence of the Isth mus would be the work of the United States and not of the natives." Receiver for Shipbuilders. NEW YORK.
