replied immediately with a warn
ing to Mr. Ilowen not to sanction
the charges in any way, and the
President, who has the greatest
faith in Mr. Loomis, made a per
functory investigation and dis
missed the charges. 'When, how
ever. Mr. Bowen learned that
Secretary Hay had sailed for
Europe.he reiterated the charges
to Secretary Taft who, acting on
instructions from the president,
is conducting a very thorough
investigation. Meanwhile, Sec
retary Loomis has preferred
charges against Mr. Ilowen hs
the instigator of the publication
of the charges. 'While the alleg
ations are all of a like character
the most important is that Mr.
Iiornis accepted a $10,000 check
from the Asphalt Trust for pro
moting its interests in Venezuela.
Above and beyond the fact that
the charges affect the honor of a
high official of the administration
and the discretion of one of its
diplomatic representatives, it has
an important international side
in its bearing on the existing i0f the schedules lowered, inor

The most important political
and economic question now on
the tapis is that of railway legis
lation. The Senate cominittvon
Interstate Commerce has con
cluded its hearings on tliat sub
ject and has adjourned without
H-tion, as was expected. Those
hearings have been a travesty
from the beginning. It huts been
obvious from the start that
testimony derogatory to the con
tentions of the railways was oh
noxiou tii (neither of the
committee nnd wjtnustw who
espoused that hide, of the contro
versy have been subjected to the
most merciless cross examina
tions and so frequently interrupt
ed that many of them were total
ly unable to present adequately
their side of the case. Uailway
lawyers in constant attendance

questions which were propound
ed by the Senator nnd which
were calculated to confuse and
disconcert the w itness, if ho was
opposed to the contentions of the
railways, or to draw out and as
sist him, if he was favorable u
the railways, private car com
panies, et al.
Of course, no good will come of
the hearings. As it is now com
posed the Senate committee on
Interstate Commerce never has
and never will report a measure
unacceptiblo to the railways or
which could possibly corrc t the

Senator Wkins Is the distinguish
ed chairman, is beaten. It is re
garded by those who sincerely
espouse the cause of tho people
as against the railroads as a great
misfortune that the opportunity
afforded the Senate i-ommittee to
ascertain tho facts has been as
shamelessly prostituted, altho'
little elso was expected by those
familiar with its personnel.
Koports which have been ent
to numerous newspapers, at the
expense of the railroads, dwell
w ith great emphasis on the fact
that many shippers appear be
fore the Senate committee and
testified in favor of the railway
contentions and that a majority
of the shippers who testified de
clared themselves opposed to
any change, from the present
system. It seems almost unnec
essary to point out that most of
the shippers who appeared be
fore the committee came from
points w here the special deffer
entials, which have been no gen
erally condemned, are granted.
While it might be difficult to
prove, there will naturally be a
suspicion that shippers who test
itied in favor of the existing or
der had their own reasons for so
doing.
The President has stated em
phatically that he will call the at
tent ion of Congress, in the mes
sage which he will address to the
special session, to the necessity
of readjusting the tariff sched
ules and the opposing forces are
alligning themselves for a terrific
contest. There arc some indica
tions, however, that even the
protected industries wish some
; ports him as saying: "I have
not studied, women more than I
have men, but with more affec
tion, a deejier interest in their
enfranchisement and develop
ment, being assured that women
of the independent mind are
msnlod for nny sensible degree
of progress. They will so edu
cate their daughters that these
will not be instructed at the
start to think themselves natur
ally inferior to men Ix-cause less
muscular, and need not have re
course to particular arts, feline
chiefly, to make their way in the
world.
. "Since I began to reflect I
have !eon oppressed with the
injustice clone to women, the
constraint put upon their natur
al aptitudes and their faculties
generally, much to the degrada
tion of the race."
