In many localities, the governor con

for local purpose as the local au
thorities may require.
By permitting each locality to tax
personal proierty for local purport
tax dodging, the governor argues, will
be practically eliminated, as every
person In the community would then

that no person concealed his property
possessions. With assessment mere
ly for local purpose prosecutions for
perjury, the governor states would
more likely follow false returns than
under the prt-M-nt system, for the evi
