A paymaster in the Tniled States navy
gives an exchange the following account
ot the "red tnpc tnat must oe gone
through in making purchases for a man
of war: Supposing that a paper of tacks
is wanted on board a United States ship
on a foreign station, the following is the
routine actually required under general
order No. 4H: Four requisitions are
made out. which arc smned as follows:
Officer makine the requisition, fonrtimes,
captain eight, paymaster eight, and ad
miral lour, inns are sent out to nvc
merchants, which arc signed by pay
officer five times; merchants bidding,
five; acceptance ol bid. paymaster, one.
Hiils are then made out in tiumtuplicatc
and signed by thecaptain five times; pay
master ten, senior officer of the board of
inspection five, and persons receiving
the money live. A report is attached bv
the senior officer of the board of survey
in duplicate, two signatures, and the
nicer who has niadctlic requisition signs
a receipt on the bill live times, when it is
complete, with more than half a hundred
