Mr. Windom's ingenous plan to steer
between the horns of the silver dilemma
by issuing what is really a paper cur
rency based on the gold value of silver
appears to be gaining supporters in con-
eress. particularly in the ranks ol west
ern silver men, who are more interested
in having a sure market for bullion than
in paying their debts with 70-cent dol
lars. It would not be surprising if the
plan, with such modihcations as may re
sult from careful study and debate,
should lie put upon trial." The opposition
to it will be largely grounded on the im
policy of lodging vast discretionary-
