candidate and is suppcirting someone
else, probably Uobert T. Lincoln, for
the place. New's persistence has let!

which shows that Harrison is not
only a cundidate, but is trying to
placate the friends of other candi
dates so thai they wiil be willing to
take Harrison as second choice, if
their first choice turns cut to be a
hopeless one. Mr. Michencr may be
taken as believing in Harrison's
continued candidacy when he says:
No one but Mr. New, if he is cor
rectly quoted, is to be held responsi
ble for the opinion that (Jen. Harri
son would not favor the nomination
of Mr. Koed or Gov. McKinlcy. (Jen.
Harrison should not be held account
able for the utterances of any one to

It was a beautiful exhibition of
municipal and county political con
trol that was presented in Chicago
yesterday at the republican prima
ries in the desperate fight between
the republican and city county fac
tions. In suaie localities bitter bat
tles were fought, participants in
many instances being go badly in
jured that they were carried away in
ambulances. "The police force was
called out in full forco to suppress
the riotous demonstrations and
bloodshed, after the head-breaking,
eyc-got:j;ing features of the caucuses
hud gotten under way. In some of
tho precincts election olbcers were
evicted, poll booths wrecked and in
the Twelfth ward in particular tho
thugs of the county wing actually
spattered tho ward with blood and
thus won tho day. Disgraceful
lights were carried on throughout
the great city, characterizing the
methods of tho county garg in win
ning the primaries, while the city
contingent resisted with the same
tactics, and indeed, attempted to
conquer by tho employment of them
but the county crowd was all pow
erful. Tue God and morality party is do
ing a great work in Chicago.

thus on the possibility cf Gen. Nel
sjn A. Miles1 promotion to the head
of tho United States army:
Gen. Nelson A. Miles must stand
on to military record as the man
who talked too much. His vanity or
some other quality breeds endless
loquacity. He has bcen in hot water
repeatedly necause na cotuu noi noiu
his tongue when silence would have
been wisdom. It appears that he
received intimation from Secretary
Lament, of the war department, last
Friday tfcat ho might be, or would
be, appointed to succeed Gen. Scho
licld in command of the army. He
hastened to communicate the an
nouncement to the press. At first he
only furnished a hint. Sunday,- be
fore Schoiicld s seat was cold, he sub
mitted to a long interview on the
subject, which was printed in the
nionuav morning papers. Secretary
Lanionl was asked Sunday by a news
reporter if General Miles was
to be appointed as Gen. Schofield's
successor. He replied that he could
not mako an announcement on the
subject in advance that intelligence
of the appointment when made would
appear in general department orders
In the meantime Gen. Miles' inter
view bad been read throughout tho
country. Gen. Miles appears to bo
in the condition of the hen that
cackled before looking around and
seeinff whether the ejrs was in her
nest. In -blabbing' the rumor that
ho was to be appointed ho violated
all the decorous usages of his rank
and profession. It is said now that
no assignment of a commanding gen
eral will be made for some time.
Gen. Miles appears to have pat bis
own nose ont of joint by too much
action with his mouth. This is just
as well. The army docs not need a
commanding general in time of peace.

ers should report directly to the war
The instances cited by the Chroni
cle are not the only ones in which
Gen. Miles has shown himself to be
lacking in the qualities of reticence
and conservatism characteristic of
the ideal soldier, for in his annual
report concerning the Chicago
strikes, ia'which government troops
were called out, he criticised, the
course of tho president, his commander-in-chief,
in a manner that
amounted almost to insubordination,
and Gen. Miles should recognize a
highly magnanimous spirit in the
president through whose grace he is
now elevated to the highest honor in
tho American army. Indeed, he does
not deserve from the president the
distinction which has come to him.
