San Fiiamcisco, March a The steamer Chila arrived yesterday from Yokohama bringing news of another coup d'etat on an extensive scale at Seoul, Corea. On Feb. 10 a detachment of Russian marines numbering l?7 arrived from Seoal for Jin- sen. The Uorean king and the crown prince went Into the Russian legation and formed a new government, dismissing all former cabinet officers. Premier Kim Hong Tsuh and seven other cabinet min isters, known as pro-Japanese statesmen, were beheaded and their corpses dragged around the streets. A decree said to have been signed by the kiug at the Russian legation ordered the heads of five of the murdered minis ters to be fixed on poles and exposed. Atl telegraph wires from Seoul were then cut and only meagre news was obtainable. On receipt of too news American. British and French men-of-war in Jlnsen landed detachments of marines who immediately left for Seoul. The king fat said to have been induced to his action through the desire to avenge the murder of the queen last October. All the members of the new ministry are said to be connected with the Min family, of which the murdered queen was a member. The con fences of the two houses on the Cuban resolu tions, consisting of Senators Sherman, Morgan and Lodge, on the part of the senate, and of Messrs. Hitt, Adams and McCreary, of the house, reached a conclu sion more speedily and with less difficulty In their conference yesterday than had been anticipated. The consultation was of about forty minutes' duration and it became apparent immediately that the representatives of the senate would be satisfied with the houso substitute. Sen ator Morgan was strongly in favor of that clause of the house resolution which contemplates intervention, a declaration which ha hod suggested should be made when the question was before the senate. This was the mention made of the pos sibilities of war with Spain as a result of the ac.inn by congress, and the exclusive statement concerning the position of the administration in opposition to the rec ognition made by the Associated Press was also the subject of some talk.' Amendment to the Constitution. Washington, March 6. Mr. Fenton of Ohio Introduced yesterday a joint reso lution for an amendment to the constitu tion providing that no addition shall ever be mado to the number of states of the Union from any territory which may here after ba acquired by the government if such territory lies out of the parallel of 80 degrees north latitude. In the event of the acquisition by the united States of any territory such situated congress is to forever exercise exclusive legislation in all cases whatsoever over it. Nominations Confirmed. Several Skirmishes Between tha Spanish Troop and Insurgents, HAVANA, March 1 Several skirmishes have occurred between the Spanish troops and the insurgents. General Melguize had an engagement at the plantation of Moral oc near Casiguas, south of Jaruco, this province, with (bands of Insurgents belonging Maceo's command. Tho troops dislodged the Insurgents from the posi tions which the latter occupied, and the Unstillojos squadron and the Tare toes vol unteeis In pursuing them killed eighteen of the enemy and wounded many more. The troops had several wounded. Colonel Martin had another engagement with the Insurgents at the Yero farm after crossing tbe river lunclu not far from Santa Cms lu the province of Puerto Principe, and the colonel afterward dispersed tbe Insur gents at Soibaooa and ot Pico Pica, where the insurgents had again united their forces. Colonel Martin's cavalry charged the Insurgent front and dislodged the enemy from tho position they held with loss. A detachment of insurgents belonging to Maceo s forces has captured the fort at Santa Cruz, this province, a small place north of Jlbacoa, by unfair means, it is claimed. The insurgents called upon the little garrison to surrender and the insur gents surrounded the fort entered it and made prisoners of the volunteers defend ing it, also capturing all their arms and tbe supply of ammunition Major Ferrer, in charge of a detach ment ?f troops guarding a provision traiu bouud from Santi Spiritus to Pico Tucrto, province of isanta Clara, has repulsed an Insurgent attack.
