J. McPherran has granted. Tbe securing of the second injunction before tbe first is disposed of is a presumption that Judge Bigelow will dissolve the pending proceedings, and in thus forecaoting tbe result of the court's deliberations is an evidence of con tempt as well as an admission that the Fulton peop'e have no confidence in their own case, and it bears out their threat to keep the office there by hook or by err ok. The people there realize the advantage of having a master in chancery whom it is construed is qualified to act and thus aid them in their obstructing practices by reason of Judge Ram say's former identification witb the Fulton side of the case. It is hardly fair to presume that tbe Whiteside county court proposes to counte nance such a course of procedure. Cannot Eaeapa tbe ReeponalbUlty . Nor can Judge Ramsay disregard the responsibility for a continuation of the proceedings. The Whiteside mastfr in chancery is bis special ap pointee, and Judge Ramsay, who was fleeted as much by tbe vote of Rock Island county as of the Whiteside, to administer the ends of jus tice despite all else, and who is looked to to be just, may be called upon to put a stop V the ex ercise of local authority which is clearly to thwart any act that Judee Bigelow may perform in the case under bis consideration in the inter est of justice. Xo one has a right to anticipate what may be Judge Bige low's ruling, but if masters in chancery are thus to prearrange to counteract whatever a court may do with their previous acts, we may as well dismiss the ludges and let the master rule tbe roost. It does, indeed, look as if it was time for Judge Ramsay to act to prevent his own master from insultine bis associate on tbe bench, if nothing more. The second injunction is said to be gotten out by different parties from those who applied for tbe first and on a different theory. MRS. BLACK'S CHURCH. Jeremiah Black's life in WaHhington, when her distinguished husbaucl was iu the cabinet, she was cine of the most efficient helpers in tbe early struggles of the Vermont Avenue Christian church. With the little hand ful of that faith who "broke bread" in some privato bouse or obscure hall, she went regularly. The second season of summer opera was auspiciously inaugurated at the Watch Tower theatre last evening before a large, brilliant and appre ciative audience, the accommoda tions of the open-air play house be ing tax-d to the utmost. Many gen eral improvements have been made in the theatre since last season by Generallanager Lardner, and these include the stretching ot a canvas canopy over the portion of what answers to the description of the parquet circle, the adoption of a mobt admirable idea not only in con tributing to the comfort of tbe audi ence, but in supplying the missing quality in tbe acoustic properties and making all parts of the place equally advantageous as to the re ception of sounds. The scenic effects have been heightened through the skill of Artist tiaire and many ap propriate suggestions added. It would be invidious to compare the company which George Herbert has organized this se.son wnh tbe one engaged to sing at the Tower a year ago, for in the latter the favor ites bad been picked and there is very naturally a tendency to view with bypercriticism those who ap pear in their places. It should suf fice to say that the company of lat evening in "The Chimes of Nor mandy" gave general satisfaction, especially for tbe first night, and while we may reasonably expect some improvements and possibly a slight shifting of the cast, the pro duction on the whole was not disap pointing. There is so much that is really delightful in general air and comio situation in "The Chimes" that a company which makes any pretense to singing light opera has no excuse for not giving on the whole a clever performance. In deed, one seldom tires ot its catchy music and bright incidents, and the first production has so caught the popular fancy that we are to have a number of repetitions before going on to the ne.tt opera in the series. M ss Julia Glover makes an acceptable Serpolette, and is a Buccesslul soubrette as well as prima donna, although she should be re minded that gum was not discovered in the Seventeenth century. How ever, she is equal to an amount of neat business that takes and her Parisian song and dance at last was particularly well received. Miss Emily Francis, prima donna suprano, in Germaine, was all that could be wished for. Of course George Her bert was the star of the evening as far as dramatic portrayal is con cerned. His Gaspard is, as was discovered in his last year's engage ment, in truth a stage creation, a piece of rarely fine acting. F-atik Rushworth's tenor in Grenicbeux was pleasing. Henri Laurent's Mar quis was well acted, but his baritone is plaved out. Our our friend, John son, should be brought up from the chorus and pet iu the part. James Donnelly, as the Notary, made a bit in refreshing comedy and James Dur ant, as liailli, was fair. The chorus, although not too voluminous, is well trained and fully sufficient. The opera is a snccess. router. The people of Rick Island haven't had their publio building open as long as ours has been, but they have its grounds adorned with plants and flowers, and it looks as though it bad been there for years. We should not be averse to gathering in a good pointer when we see one. Daven port Democrat. Steoaal Miss Pauline Woltmann made her first bow before a Rock Island audi ence since her graduation from the New England conservatory of music at Association hall last evening. She was given a reception such as one of her talent deserves. - Miss Woltmann has a rich, deep, sweet contralto voice of woiderlul range and volume. She sings with an ease hat is rarely found tn vocalists. She is alike graceful and has a charming stage presence. The hall was well miea with tn-city music lovers. Miss Woltmann was assisted by Miss Emily Pekins, pianist, whose grace ful and artistic manipulation brought forth enthusiastic appreciation. 1 he entertainment was opened bv Mies Woltmann, who gave three selec tion from Rotoli: "At Dav break." A large number of excursions have been arranged with special rates on every railroad running into this city, and circus day is expected to bring a large crowd. The season has begun unusually well for Barnum & Bailey. Nut only was there a big ger rush than usual for seals in Mt i-on Square garden during the New York run of the show, but since the business has been big. The idea ot a ""summer circus" has taken well in the south, where shows usually go only in the late fall. Barnum & Bailey never before equalled their business of this season in Baltimore and Waihington; and at Richmond, Atlanta and other places in the south they had to stop selling tickets. The papers of all these cities say that Barnum Ac Bailey have accomplished the seemingly impossible feat of sur passing all their previous perform ances.
