March 23. United States Treasurer Ellis H. Roberts said yester day that the impression that the lack of paper money is due to enforced withdrawals of notes by the treasury Is not true. "The total circulation per capita in the country, including coin and paper," paid Roberts, "has in creased from S23.83 March 1, 1898, to 125.51 March 1. 1S99. This increase has been progressive for several years. The Increase has, it is true, been largely in gold coin, from $445,293,591 March 1. 1896. to $702,305,269 at the first of the cur rent month. Tou will observe that the frrowth of gold coin has been $257,011, 678. but in total circulation for that period the growth has been 1400.100.555. showing a ret increase of J143.0S8.S77 outside of gold coin. There has been an increase within these years in every Item of circulation, except gold certifi cates, treasury notes and currency cer tificates. Increase of Sllrer Certificates. "The Bilver certificates in the hands tf the people are more now than in 1S96 by J63.854.852- the United States notes more by $67?;46.825, and the national bank notes more by 5:0,724.344. The gold bullion in the treasury ran up from $25,- 821.484 March 1, 1896, to $127,385,067 March 1. 1899. There does not seem to me to be a deficiency in the circulat ing medium. The abundance of gold coin does not give relief because of the prejudice of bankers and their custom ers against its use. As a. remedy the national banks might add to the vol ume of their note. But they do not see the profit to attract them to such a policy. The only other pathway under existing laws to additional circulation is in the use of gold. Coin is with our habits le. convenient than paper, but other countries use it. "Endless Chain" Not In Operation. "The "endless chain' is no longer In operation. No legal tender notes have been offered for gold in a long time. That kind of demand for redemption is for the rresent obsolete. Indeed, my impression is that the prospect of its revival is slight. The excess of our exports over our Imports is so large and so continuous that we are not like ly to have to ship gold to the Old World for some years to come. Besides that. and even more important, the increase in our production of gold in a strong safeguard for the treasury. It is a present and promises to be an enduring break of the "endless chain." Gold is in such relative excess that no one wants- to give up legal tender notes or indeed any sort of paper for it." MOXET IN LIVE STOCK. Fewer Animals bat They Aro Worth More in lollars and Cents. Washington, March 25. The annual report of John Hyde, statistician of the department of agriculture, on the num ber and value of farm animals will shortly be ready for distribution. It will show an increase In the numberof sheep and milch cows and a decrease in the number of horses, mules, swine, and neat cattle other than milch cows, with a general Increase in value. A decrease of 295.604 In the number of horses is ac companied by an Increase of $32,712,406 In total value, the average value per head Increasing from $34.26 to $37.40. Similarly a decrease of 1.269.972 In the number of neat cattle other than milch cows is accompanied by an increase of $25,634,501 in total value, the average value per head increasing from $20.92 to $:2.79. In the case of milch cows there is an increase of 149.229 in number. $39,420,099 In total value, and $2.21 in average value per head, and In that of sheep an in crease of 1,437,493 in number, $14,976,397 in total value, and 29 cents in average value per head. Mules show a decrease both in number and total' value, the de crease in number amounting to 56,069 and that in value to $146,255. The aver age value per head, however, "is $1.03 higher than list year. .-irrv In the cae of awine there also is a de crease both in number and total value, the decrease in number being 1,108,362 and in value $4,141,666. In nearly all the great agricultural states of the cen tral Mississippi valley there is a de crease In average value per head, but throughout almost the entire south as well as in most of the eastern states and on the Pacific coast there is an increase in average value, the net result being an average differing only 1 per cent, per head from the average-of last year. The total value of farm animals is conservatively estimated at $1,997,010. 407. an Increase of $108,355,482. or 5.74 per cent, during the past year. Fourth -Class Postmasters Interested. "Washington. March 25. Comptroller Trace-well, of the treasury, announced a decision which will affect the salaries of many fourth-class postmasters through out the country. The decision has the effect of continuing the payment to them of the amount allowed under the old law for the cancellation of stamps on newspapers and periodicals. , DEClSlfJM la FOB THE KID." McCoy. With a su periority in cleverness, quickness and ring generalship which was apparent from the first round "Kid" McCoy was very properly awarded the decision over Joe Choynski at the end of the twen tieth round before theNational Athletic club In Mechanics pavilion last night. It was a very pretty fight, but it was almost entirely In favor of the younger man. McCoy won and won easily. He had the fight in his hands and at any one of half a dozen palpable oppor tunities he could have administered a decisive and knockout blow. The Western League magnates got together late yes terday and adopted the season's sched ule which takes in Columbus. However, should the National League drop Cleve land it will be an easy matter to trans fer the Columbus aggregation to the Forest City without any material changing of the schedule. The season opens on April 27, closes Sept. 11. and calls for 126 games. St. Paul starts in at Kansas City, Minneapolis at Mil waukee: Buffalo at Indianapolis, and Columbus at Detroit. Train Men To Be Taught Surgery. Chicago, March 25. If the plan that the officers of the Chicago, Milwaukee arc St. Paul road are now considering is adopted every employe of the com pany will become in a small way a phy sician and nurse, and there will be few er cases for the surgeon's knife. It is the intention of the managers of this road to start a systematic course of in structions in tne first ' principles of surgery and nursing among the men engaged in the train service. John Sherman Is SUll ImprOTlng. Santiago de Cuba, March 25. Dr. Graff, of the Paris, who examined John Sherman after he was transfered to the Chicago yesterday, says both lungs are practically clear and that the patient is doing well. He praises the manner in which the transfer was conducted under the direction of Chief Officer Beckwith, who did not leave until he saw Sherman comfortably installed in the captain's cabin.
