The democrats id Kock Island
county have something more to con
sider in the preparations for the
forthcoming county convention than
the personal ambitions and aims
of minority representative cm
didates. While it is natural that each
of the aspirants for the ollice of mem
ber of the legislature should strive to
succeed for recognition in his own
countv. there is no reason whv the
party should iermit itself to be torn
asunder in order to gratify any par
ticular candidate. Th-: purty as a w hole
has something more to think of than
individual ambition or zeal. It has
other duties to perform than the ex
pression the call under which the
convention is to assemble authorizes
on the juestion of minority represen
tative. It haj delegates to select to
other conventions, including the state
and congressional, has a county ticket
to nominate and such requirements to
fullill that make it highly desirable that
the main thought should not be lost
signt 01 at tue primaries, it is a
democratic county convention that 'n
to be held with much that pjrtains t j
the party's highest'interests to lie dis
posed of, and it is not to be merely a
gathering to settle the issues
among candidates on a single issue.
If the strife becomes, as was the case
in Henry rouoty. too bitter to make
an expression of choice advisable, the
senatorial convention may have to
settle the whole question.
At all events the convention should
be so controlled bv conservative, rep
resentative democrats that any line
of action that may seem best for the
entile party may be adopted on all
questions.

The June majaine number of
the Outlook is the lltii annual
illustrated recreation number. In
this issue, as usual, much space is
given to illustrated articles dealing
with out-of-door and vacation topics.
Seribner'si maga.ine for June opens
ith an article appropriate to tiie sea
son of national conventions. It is en
titled How a President is Klected, and
gives a view behind the scenes of the
way in which the great machinery of
a presidential election is put in mo
tion. 1 he author, A. Alaurict l-.ee, s
a Washington correspondent who I as
had every facility to ec the workiigs
of a campaign. A brilliant series of
pictures fully illustrate the narrative.
Another article of national interest is
Are the Philippines Worth Having?
!v lieorge F. lJecker. a United States
geologist, who recently spent more
than a year in the islands. Rich
ard Harding Davis has been follow
intr tSen. Puller's column. and
his first article is published in this
number, describing the battle of
Pieter's Hill. Mr. Davis' admirable
qualities as a descriptive writer and
iiis experience as a correspondent, in
three wars enable him to present as
vivid a picture as possible of the
;rcat liirht between the Iloers ami the
British jus. before the relief of Lidy
smith. Anyotc reading this article
will actually follow the Uritih sol
diers while tuey are taking a fortiiicd
kopje. It is a brilliaut picture of a
battle under modern conditions. The
other side of the picture is presented
by Thomas F. Millard, an American
correspondent, who has lcen with the
Boer army since early in the war.
The number is otherwise replete with
carefully selected and fascinating lit
erature. The June number of McCiure's is
particularly strong and varied in its
codtents, both as regards tietien and
special articles. President Kruger,
of the South African republic, is por
traved in an acute character study bv
F. Edmund tiarrett. who has had the
advantage of personal contact with
the-remarkable Boer leader, and is
thfi3gbJy familiar titb his past
career and with the political history
of the ltoers. Excellent portraits
of Kruger and his wife are included.
One 0 the most striking features of
the number is a thrilling naval story
of the Japanese-Chinse w ar by Ai lach
Kinnosuke, who is almost the only
eaistini: Japanese writer wnoe lite -ary
reputation has been established
bv his work in the F.g ish language.
"Among the 13 articles in the June
Forum, there are at It-at seven which
will le widely tjuoted and discussed :
