CoNGKfSMAN R. R. Hitt, who re cently entered the contest for United states senator in Illinois, is said to be o disgusted with the turn of events in the struggle that he mav withdraw There is no danger of some of tb others becoming so disgusted as to j u it. At the coming session of the South Dakota legislature a bill will be intro duced to set aside a sum for the col lection of documents, relics, etc lwaring on the early history of th territorr now embraced bv that state. and to furnish suitable quarters for the preservation of tne same J he lir9t legislature of Dakota territory which met in 1862. incornorated a historical socict, which included among its members many prominent pioneers. 1'M'EK the Hopkins reapportion in ent bill in the national house, the basis nf representation will bo one member (l congress for every :50s, 8(i8 of popula tion. I nis will leave the total mem hership of the house at 357. Illinois, Louisiana, Minnesota, New Jersey, New York and West Virginia will gain one congressman each, and Texas -will gain two, while Indiana, Kansas, Kentucky, Maine. Nebraska. Ohio, South Carolina and Virginia will each lose one congressman. HARRISON ANU HANNA. While Mr. Hanna was talking in the senate last week on the necessity of giving our merchant marine some "protection" as though every for eign made article used In our ship yards was not already admitted free of duty and no foreign built ship ad mitted to American registry Ex 'resident Harrison was out witn a statement repudiating his alleged ap proval ol Hanna s subsidy bill, bub siay is not "protection," but some thing much less justifiable. The gnat republican leaders of the pre-Hanna period, says the New York World, were all protectionists, like Mr. Harrison, but not subsidists, like Mr. Hacna. John Shermau, the great predecessor of Hanna, was for free ships, but never for subsidies. Sena tor Morrill, of Maine, said, "not a dollar for subsidies. " Senator Chand ler the great Zach. of Michigan aid, "you will never restore your lag to the ocean by subsidies, I care not bow great vou make them." And MY SISTER'S BABY My baby is full of abounding life and joy; my sister's boy is a puny thing. The difference is: my baby is healthv. He takes his fill and sleeps; and he grows. My iter"s boy gets fully as hungry, he cries with hunger; then cries. I think it must be, from weakness ; his food is a burden to him. Scott's emulsion of cod-liver til will set that poor little boy in the way of being as good aa his cousin. We'll Kod you a link to try. H vou ! ijOOTT & BOWSE, Tcarl Mrect. New York- Senator Eimnnds truly characterized subsidy as nothing but a favor to a set of men who wish to get some money out of the treasury." But with the ascendancy of "com mercialism in politics" the repabli an attitaie has changed. TRIBUNE 18 SINCERE AGAIN. The Chicago Tribune has begun its annual war on republican measures It is vigorously opposing the ship snb- siay Din, tne iiay-i'auncefote treaty and the protective tariff which enables manufacturers to sell their products abroad cheaper than they will at home. It warns republican congress men from the west that a rote for the subsidy bill means defeat for reelec lion, unt republican congressmen will pay no attention to the Tribune's admonitions. They remember its po sition on the Porto Rican job and bow quickly it climbed into the band wagon. The Tribune simply opposes partisan schemes long before election time, but always chimes in tone with party leaders just before election. Its conscientious opposition to a protec tive tan n nas never altered its devo tion to a republican platform at election time. It will give lots of ad vice for months to come, but when 1902 rolls around it will favor the election of every republican congress man who votes for tne subsidy scheme or anv other nefarious measure as long ad it is republican. But the Tribune's present observa tions are interesting, although they do not count for much. For instance on the ship subsidy bill: "The men who vote for the pending subsidy bill will not hear the last of it for many years. Representatives especially those from the middle west, who have been reelected, and who wish to remain in political life, should be cautious about committing them selves to a measure which their con stituents do not favor. It is ditlicult to see how the middle west is to be benefited by this legislation which eastern shipbuilders and the owners of -ocean greyhounds' are clamoring for. "The mass of the people are un able to see how this proposed subsidy egislation is to benefit them, while they do see how it will benefit small but favored class. Ihe com mon people see that the intention is to tax them to aid men who alreadv have large means. Tiie people will not submit patiently to such an abuse ot legislative power. "This subsidy bill should not be thrust to the front at this session. It should be left to the consideration of the next congress and of new men just from tbe people, ana who may prefer to go before their constituents at the elections of 1902 with a better record than thev will make by voting for a measure which contemplates taxing the many, who have little monev. for he benefit of a few, who have much." And vet if Hanna gets his pet scheme through the lribane will ac cept it, and when occasion offers, champion tbe author of it, as of old. FACTS KKOM FOSTER. Foster, Dec. 19.
