There are 85.410 whites ana 23,-
489 negroes in the concentration
camps in South Africa, yet the Boer
soldiers keep harassing the enemy
the same as if the concentradoes were
on their farms. As an evidence of
British brutality the camps are a suc
cess. As a war measure they are in
effective. The city board of equalization of
Cleveland, Ohio, is in full sympathy
with Mayor Tom L Johnson, and in
furtherance of his policy of forcing a
general reduction of taxes by com
pelling those who have heretofore
evaded to pay, it has raised the valu
ation of. the "People's Gas Light com
pany from $360,245 to fl, 074. 000,
and that of the Little Consolidated
Street Car company, of which Senator
Hanna is president, from $505,000 to
$6,000,000.
The famous shrine of St. Anne,
near Kankakee, wa3 yesterday tha
tuecca of thousands of 'Catholic pil
grims from many parts of northern
Illinois and Indiana, the occasion
being the 13th annual pilgrimage in
celebration of St. Anne's day. The
shrine is located in the French Catho
lic church in the village of at. Anne,
about 12 miles from Kankakee. The
church and shrine were built in 1872.
The shrine, which contains a relic in
a bone supposed to have been taken
from the hand of the saint, and which
was obtained eight years ago at Rome
by M. Marquis, is the most noted of
its character in the United States.
EFFECT OF COMPULSORY ARBITRA
TION. The operation of compulsory arbi
tration in New Zealand, "the country
without strikes," is interesting just
.now. The plan in effect there, ac
cording to Henry Demorest Lloyd, is
most satisfactory to all concerned.
Both capital and labor form organi
zations and are considered only in
organized form under the law. Only
workingmen who organize and reg
ister under it are subject to its com
mands, and the act can not be in
voked by or against any workingmen
who are not organized into a trades
union. Ss that the arbitration is
really voluntary. There is a board
of conciliation in each of the six dis
tricts into which New Zealand is
divided, and before these boards first
disputes are tried. If a settlement is
not achieved before the conciliation
board the case goes up to the board of
arbitration, which sets for the whole
colony. On both the board of concil
iation and court of arbitration em
ployers and employes are represented
equally by men of their own choice,
the president of the high court being
the supreme court judge of the colony.
This procedure guarantees that
throughout the entire investigation
both sides shall be represented by
men of their own class, familiar with
all the circumstances of their calling.

By making the judge of the supreme
court arbitration judge, the colony
gives a guarantee to the disputants
that tha casting vote and the condnct
of the investigation shall be in the
hands of the best that the colonv can
give of experience, ability, digoity
ana disinterestedness. Kvery precau
tion is taken that the investigations
be cheap, expeditious and untechni
cal. The tribunals are charged to
make their decisions in accordance
with the common sense and equity of
the case, and not to frame their
awards in a technical manner. Mean
while industry goes on. Neither em
ploye nor employer is allowed to
atop the work of the proceedings, nor
to do so in order to evade an award
The employer can not get out of a
dispute with his men by discharging
them and putting on women. Ibe
men laid off can go before the arbi
tration court and get redress any
time within six weeks.
In South Australia employers can
be brought in only if they have regis
tered, but in New Zealand the em
ployer cannot thus escape the court
Since the law went into effect in
some fifty cases have been tried. 33 of
which have reached the high court
The court insists that wherever possi
ble trades unionists be given the prei
erence in employment in matter of
public interest. When work is slack
it is divided among all men. Prefer
ence is shown to resident workmen.
Many reasons are set forth for fa
voring union men, an important one
being that it was a proper compensa
tion to them for the deprivation by
tho arbitration law of the right to
strike. "Preference" must wore both
wavs. The court calls upon the
nnion to give a preference in the sup
ply of labor to employers organized
under the law, and insists that ail
competent men be allowed to join
unions. The law has en well estab
lished itself in New Zealand that
nearly double the number of men are
now registered under it than were
soon after it went Into force. New
Zealand statistics prove that the ex.
ports of the country have increased
and that employers can now make
contracts depending upon the award
given out by the board.
J. he experience of the past nve
years with compulsory arbitration in
New Zealand pretty well demonstrates
that honesty, publicity and determin
ation on the part of the people is all
any country needs to rid itself of the
costly and unsatisfactory labor strike.

cion. And he professes horror because
workingmen in self defense try to get
other men to join their unions.
Great financial prosperity must
have deprived Morgan of his original
sense of humor else he would laugh
at himself.
