In supporting this amendment Matte alluded to the slow progress of the work of the conference, and said that If the diversity of legislation of the countries represented was to be con sidered tin obstacle ro rue approval or recommendations, then no recommen dation nf all would be adopted. He did not see any objection to the ac ceptance of - ;re-ommendatioiis. even when contrary to the legislation or some countries, inasmuch as such rec ommendations were subject to subse quent approval of the nations repre sented, lie added that if the proposed Pan-American railway was to be sub sidized he could see no reason why the Pan-American bank should not.be also subsidized.
