DAVENPORT DOTS Charles Yofft, the well-knovn live stock merchant, residing at 134 West Fifteenth street, had a narrow escape from death Saturday in a runaway accident .which happened near his honie. At the time the harness broke, which f riprhtened the horse and it made a wild plunge forward, throw ing Mr. Vogt to the pavement and rendering him unconscious. Dr. 3.W Wat.ek was close at hand and had the injured man carried into his home. The family physician. Dr. (Jlymi, was summoned, as was also Dr. Mat the j After some time Mr. Yogt was restor ed to consciousness and it was then found that no bones were broken and as . far as known no internal injury sustained, so that it was indeed a for tunate escape from a serious acci dent. Mr. Yogt was reported last night to be doing as well as could be expected. The patrol wagon was called to Third street, near Washington square. Saturday by the report that a drunk en man was lying, on the sidewalk. The man, who proved to be Louis Moeller, was picked up and taken to the police station. It was thought at first that he was only Intoxicated, but later the officials thought that all was not right and summoned Dr. K. S, liowman, who made an examination of the man and stated that he had been stricken with paralysis. The physician stated that his entire left side had been affected. The ambu lance was immediately called and the man taken to St. Luke's hospital, where he will be cared for by the physician. The doctor stated that Moeller , was in a serious condition and that he would probably never re cover the use of his limbs. Moeller is a brother of Carl Moeller and is a well-known character about the city lie has worked in the country much of late and only came to the city a few days ago. The graduation exercises of the class of 1!0.' of the Training School for Nurses at St. Luke's hospital will be held this evening at Library hall. There will be four graduates, as fol lows: Miss (irace (hoate. Miss Nellie Liphardt. Miss Elizabetsh Dunbar and Aliss Mary F. Seccombe. A reception will be held at the close of the exer cises, to which friends of the nurses and of the hospital are cordially in vited. o .. Word was received last night that Mike Whitty had escaped from Mt. I'leasant and was at large. The tele gram stated that he had managed to elude the guards and that though a strict search had been instituted he was unable to be located. Whitty is the man who was indicted by the grand jury under the charge of being a confirmed criminal. I'nder a revis ed statute it provides that if a man has been convicted of petty- larceny four times he may be held to the grand jury. Whitty was before Judge Finger several times and was then bound over to the grand jury. He was indicted and entered a plea of guilty, but as it was thought he had a weak mind sentence was suspended provided he would go to Mt. l'leasant. He was taken down there about month ago and has evidently got tired of the life. Should he be captured no such leniency will be shown him again and he will probably go to the penitentiary. At the Scott county infirmary Fri day occurred the death of Hans Ja cob Jansen, whose late residence was at Walcott. Deceased was born in Germany and was 71 years of age The remains were buried at Walcott. A suit has been filed in the district court by Henry Sontag and several other stockholders of the Folding IJaby Carriage company against C. K. Fanning, Charles Ileed and other ofti cers and directors. The pet ition states in effect that the officials are trying to dispose of the property of the com pany without the stockholders bavins any voice in the matter. AN ORDINANCE. An ordinance granting to the Tri- C ity Railway company, its vendees, lessees, mortgagees, successors, and assigns, the right to construct, oper ate and maintain, for a period of twenty (20) years, an additional or double electric street railway track in the city of Rock Island on Seven teenth street. Seventh avenue, and on Kleventh street to Tenth avenue. He it enacted by the city council of the city of Rock Island: Section 1. The right and privilege is hereby granted to the Tri-City Rail way company, its vendees, lessees, mortgagees, successors and assigns, to construct, operate and maintain for electric railway purposes, for a period of twenty (20) years on the streets and avenues hereinafter de scribed, an additional or double street railway track, parallel to, and for use in connection with, the electric street railway track now used and operated by said Tri-City Railway company on its street railway lines in said city, known as the Rock Island and Milan line. Sec. 2. The line of said additional or double track shall run as follows: I'eginning on Seventeenth street at the intersection of Second avenue; thence running south along said Sev enteenth street to Seventh avenue; thence west along said Seventh ave nue to Eleventh street; thence south on Kleventh street to Tenth avenue. Sec. 3. In addition to the right and privilege to construct, operate and maintain said additional or double track as herein granted, for the teri- od aforesaid, to erect and maintain all other necessary"' poles, wires, fix tures and appliances that may be re quired to operate and maintain said electric railway on the streets and avenues aforesaid, with double tracks. Sec. 4. The rails of said additional or double track shall be of ' the same length, style and quality as the rails now laid on the line of the street rail-, way of said company known as the "Longview Line." They shall be laid under the supervision and to the satis faction of the street and alley com mittee of said city council; also all the additional poles, wires, fixtures or other appliances rendered necessary because of said additional track shall also be constructed and maintained under the direction and supervision of said committee. Sec. 5. In the laying of said addi tional track on said Seventh avenue, and in the readjustment of the street railway track now located thereon, so as to accommodate said additional track, the outer rail of the double tracks shall be laid as near as practic able of equal distance from the curb line so that the width of the street for public travel north and south of the outer rail of said tracks shall be as near as practicable of equal width. Sec. 0. In the construction, opera tion and maintenance of said addition al track, and the operation of electric cars thereon, and in the construction, operation and maintenance of the ad ditional poles, wires, fixtures and ap pliances rendered necessary because of the additional track, said Tri-City Railway company shall be subject to the same duties, obligations and bur dens as to said additional track as are now imposed by and under all or dinances of this city-under which said Tri-City Railway company now use. own and operate said Rock Island and Milan line, with a single track. Except that in laying the double track the distance from the curb line on Sev enth avenue to the outer rail of both tracks is not limited to twelve feet (12 ft.). Sec. 7. The said Tri-City Railway company shall pay to the city clerk within thirty days after the said ad ditional track is laid down under this ordinance, on ..Seventeenth street, and on Seventh avenue, for the benefit of, and for refund to abutting property owners entitled thereto, an amount of money equal to the fair value of the paving already laid down, which may be included in the line of said ad ditional track and eighteen inches (18 in.) outside of the outer rails there of. The value of the paving so to be paid to the abutting owners shall be determined by the amount paid for the original paving, less a fair valua tion fer the wear and depreciation since the paving was laid down. The amount to be paid shall be determined by a committee composed of the may or of this city, the city clerk and the city engineer. Sec. 8. Within thirty (:10) days af ter the passage and approval of this ordinance, the sajd Tri-City Railway company shall file-, with the city clerk its written acceptance of the ordin ance, and in case of its failure to file such acceptance within the time above limited, this ordinance shall be null and void. MOLINE MENTION Two new cars, similar to the closed cars now in use, have been ordered by the interurban road for use during the winter. .The road is well equipped with open cars, but additional closed ones are already badly needed. The order has been placed and the cars should have been here before this. As it is they are expected within a short time. A defective flue caused a small blaze Saturday morning in the roof of the house at 1221 Fourth avenue, oc cupied by Mrs. Sarah Adams. It was extinguished without the aid of the lire department. Prompt action and early discovery alone prevented a seri ous fire, for the house is in the midst of a group close together and the high wind would have quickly caused u spread of flames. o With the purchase of the Weir build ing at East Moline, a project to es tablish a gray iron foundry in that location has been dropped by the lo cal concerns which had the venture under consideration, lt was the plan for Deere & Co., the Deere & Mansur Co., and the Union Malleable to share the interest in the new foundry, and steps were well along toward the closing of' the deal, Mr. Deere himself owning the building. Hut before it was consummated, the Malleable dropped out, and then the plan re verted to Deere & Co. and the corn planter ieople. While they were de liberating the Scale company's plan developed and the project was dropped in favor of the new turn. The Scale company secured seven acres of ground and a cash bonus in addition to the Weir building in its trade with the Deere & Mansur Co. for the pres ent location. The seven acres extend V.V2 feet west from the Weir building. and 112 feet of it includes a founda tion for another structure. The Scale company is filling the floor of the Weir building preparatory to occupy ing it. o At a meeting of the. directors of the Manufacturers' Hotel association the capital stock of the company was increased from $:$0,0( to $'.M),(M)0. The increase is designed to clear up all the indebtedness of the association and to haVe only the $(iO.(KH) bond is sue outstanding. The original capital merely covered the outlay for build ing when the project was first taken up. The association has also indors ed the plan Manager leavens to es tablish a billiard hall in the vacant storeroom of the hotel building. Mr. Leavens has just returned from Ch cago, where he purchased four tables for this room, and they are due to ar rive in a verv short time. Within a few weeks the build ing, ready for the reception of the books, will Im? turned over to the di rectors and the transfer will be made. Stephens, superintendent of the .Moliiie Plow company, has pur chased the controlling interest in the Acme Steel company of Chicago, re cently owned by S. T. (iundcrson and son, Chicago: Messrs. Sawyer of Car- penterville, and Sawyer of Elgin, and hellick of (hicago. The purchase bv Mr. Stephens is altogether an individ ual enterprise on his part and the Mo line Plow company has no interest in the venture outside of becoming a pa tron of the new concern. This week there will be a eliansrc in the local officers of the Salvation Ar my, and Ensign Herg goes to Seattle, Wash., and Capt. Lybeck and Lieut. Hahl are to be assigned new posts and other workers come here after the plan of the army. No officer is al lowed to stay in one place lonj enough to grow indifferent. A bar vest social will be held Saturday eve ning and a farewell service Sunday night at the headquarters. Another undertaking establishment in the. new Coyne block will probably be launched in the very near future. John Rose, formerly assistant to A. V. Esterdahl, is forming the deal and the company will be backed by financial people of this city. Among the Dowie host which ad vanced on New York last week was one Moline member of the band. Mrs. Joe Heck, of Stewartville, who with her husband, have been prominent members of the faith in this city, Mrs. Heck started from Zien City this week with the other of the 3,000. and is now in New York ready for the work of regeneration which has been declared by Dowie. There is quite a large local following of Dowieism. and in Davenport a regularly estab lished band which holds meetings in its place of service every Sunday and Wednesday evenings, varied occasion ally by the visit of leaders from the parent church in Zion. Several Moline persons have given up their residence here and hove moved to Zion to make that their home, but whether any oth ers of the Moline people were on this crusade in not known by their friends here.
