ion at 8 o'clock p. in., Mayor McCono
chie presiding and all the aldermen
present. Hie minutes of the last regu
lur meeting were read and approved.
The clerk read it communication from
L. 15. jiJoswell, secretary of the Upper
Mississippi River -improvement Ax-ia
tion asking twit the sum of $.10 bo con
tributed toward prosecuting before Con
pes the purposes and objects of the
association, as stated in the memorial
adopted at the Davenport convention.
Alderman Anderson moved that the
amount aked for be voted. Carried bv

tne following report and reconunenda.-
Whereas: The Iioard of Review of
it'.'ek island countv has collected a lai"e
am of back taxes due on personal prop
erty, a large part of which belong. to
the city of Rock Island; which this citv
nas the right to have turned over to it
when collected: and as this committee
does nut approve of the method and
manner of such collection, and the im
position in many instances oi illegal
penalties, and in others the unjust dis
crimination between parties assessed,
your committee would respectfully
recommend that tne city treas
urer be instructed to. at once, demand
from the County Treasurer of Rock Isl
and county, that projwrtion of the back
taves collected, wnicn is due and paya
ble to the city of Rock Island; and your
committee would further recommend
that, the City Clerk notify the Hoard of
supervisors that the city will not con-
ider any proposition to aid the continu
ance of the present method of back tax

port be adopted. Carried.
Alderman Kckhart moved that the
tire and light committee be authorized
to purchase curtains for the led rooms,
and hinges for the doors of the No. 2
hose house. Carried.
Aulciman Eckhart olVcrcd a resolu
tion instructing the Superintendent of
Waterworks to rejnn t at the next meet
ing of the Council the number of connec
tions with the water mains, the number
of meters purchased during 11M;, and
tjie numlH-r of employes at the; water
works, their duties and salaries. Adopt
ed. Alderman llause from the sewer com
mittee reported granting a petition to
make a sewer connection. Report adopt
ed. Alderman Kennedy moved that the
Waterworks committee be instructed to
ascertain the cost of repairing the
pumps at the Waterworks and report to
the council, and also ascertain if their
capacity cannot be increased. Carried.
Alderman Eckhart said that G. W. Mc
Caskrin was present in the room, and
desired the privilege of addressing the
Souncil. There being no objection, Mr.
MeCaskrin addressed the Council.
