MUNICIPAL MATTERS " City Council Room, .Rock Island, March 21, 1304. Tne Council met in regular session at 8 p. m.. Mayor Mc- Conochie presiding and all the alder men present except Trefz. The min utes of the last regular meeting were read and approved. The clerk read a petition from A. W. Johnson and others for permission to lay a sewer on Fourteenth street be tween Ninth and Tenth avenues to con nect temporarily with the Ninth ave nue sewer. Alderman Birkel moved that the pe tition be granted. Alderman Eckhart moved as a sub stitute that the petition be referred to the sewer, police and health commit tees and city attorney. Substitute carried. 7 to 3. Ayes Blochlinger. Westbay, Naab. Eckhart, Wilson, Anderson, Brooks 7. Nays Birkel, Hause, Benson, Bob bins. Kennedy T. The clerk read a petition from Jacob Hcbaum for permission to connect with a sewer. Referred to sewer committee on motion of Alderman Blochlinger. The clerk read a communication from Robert fagner asking that the opening of the drain at Twenty-third street tnd Ninth avenue be closed. Referred to the street and alley com mittee on motion of Aledman Eckhart. The clerk read a communication from F. L. Bliss concerning the over- How of water lrom the standpii?. Alderman Kennedy moved that the Superintendent of Waterworks placa an electric regulator in the standpipe. Carried. Tho clerk read a petition from Blake a: Murphy for permission to open pave ments to nuliP a sower connection. Re ferred to the sewer committee with ljwer to act, on motion of Alderman Benson. Alderman Anderson moved that the mayor and clerk be authorized to is sue a warrant to M. Fredrickso'n for t he amount paid by him on the new sewer on Fourteenth-and-a-half street, he having already paid for one sewer. Carried unanimously. The clerk read an ordinance for the construction of a sewer in block 32, Chicago or Lower addition. The ordi nance was considered,, on motion of Alderman Blochlinger. Alderman Birkel moved the adoption of the ordinance. Carried by unani mous vote. Alderman Anderson from the finance committee reported that Mr. Phil Mitchell had accepted the offer of the council of ?13,(ioo, for the projierty oc cupied by the city, and had made a warranty deed. AHerman Anderson moved that the reKirt he received and the mayor and clerk be authorized to negotiate terms of payment. Carried. Alderman Eckhart moved that the Rock Island Flow Co., be given special license to carry such quantities of ; kerosene and gasoline as their business j justifies. Carried. Alderman Birkel moved that the pe tition of William Klockau for permis sion to erect a 2Sx2S foot addition to his building covered with corroguated iron, be granted. Alderman Kennedy moved as an amendment that the petition be grant ed when Mr. Klockau secures the con sent of the other property holders on the block. Carred. Alderman Ilause lrom the scwor com mittee, recommended that the sewer on Fourteenth-and-a-half street be ac cepted, and that the mayor and clerk sdllo with the contractors. Lamp & Co.. and moved the adoption of the report. ..ried by unanimous vote. Alderman Ilause from the sewer committee, recommended Jhat a frame building covered with corrugated iron of suitable dimension, to house the Fifth avenue sewer pump, be erected. Report adopted. Alderman Blochlinger moved that the matter be referred to the mayor and clerk to secure estimates of cot by advertising. Carried. Alderman Hause from the sewer committee reported granting various persons permission to connect with sewers. Report adopted. Alderman Eckhart moved that the street commissioner be instructed to place- a twelve inch tile drain on Eighth avenue and Eleventh street. Carried. Alderman Bobbins moved that the city clerk be authorized to buy a car load of waterpipe of assorted sizes. Carried. Alderman Bensoa, moved that the street commissioner lie instructed to Lring the sidewalk on the east side of Seventeenth street, between Third and Fifth avenue, to grade, at the proper ty owners expense. Alderman Blochlinger moved that the mattrr be referred to the street and alley committee to report. Car ried. Alderman Brooks offered a resolution instructing the plumbing Inspector to place a catch basin at Forty-fourth street and Railroad avenue. Referred to the sewer committee with power to act. Alderman Blochlinger moved that the mayor and street commissioner be instructed to investigate and relieve the condition of Second street, between Eleventh and Thirteenth avenue. Car ried.
