Polk's Governorship Plan.
In a speech at St. Louis Governor
Elect Folk announced that he -would
ask the legislature to declare forfeited
all franchises secured by bribery and
to pass laws requiring all franchises
in future to be sold to tbe highest bid
der. He promises that the police de
partments of all tbe cities shall be
conducted without regard to politics
during his administration and that "ev
ery man of eery party shall have the
right to go to the polling place and
cast .his ballot without interference
and have It counted as cast, ana no
more couuted than cast."

Dr. Chadwick Indicted.
Dr. Ijeroy S. Chadwick, as well as
his wife, Mrs. Cassie L. Chadwick, bas

Cleveland on the charge of having
forged and uttered a $r,(00.000 note
signed Andrew Carnegie. Dr. Chad
wick Is supiKWted to be on bis way from
Paris to New York. This makes three
indictments against Mrs. Chadwick,
but Is the first against her husband.
To Break Up Paper Trust.

violated the previsions of the Interstate
commerce laws by restricting competi

navy department twenty-oue new war
ships of various types. Including five
battleships, four armored cruisers, two
protected crniscrs. two gunboats, five
torpedo boats, two training ships and
one training brig, will be added to the
navy during the coming year.
Miles Declines a Salary.
Lieutenant General N. A. Miles (re
tired) by his own request Is to be ap
pointed Inspector general instead of
adjutant general of Massachusetts,
thus relinquishing a salary of $6,000.

Census Expert on Sex.
In a bulletin written for the census
bureau by Professor F. W. Wlllcox of
Cornell university it is asserted that
women lire longer than men and that,
taking the population of the world as a
whole or that part of it which has been
counted with regard to sex distinction,
there are several millions more males
than females. In the United States he
finds the excess of males Is greater
than tbe average for all countries,
while Europe has an excess of females.
American cities especially have more
females than males as a rule. This he
attributes to tbe greater opportunity in
the cities for women to find employ
ment. Professor Wlllcox thinks that
the excess of males among the whites
and Mongolians is due to the Influence
of immigration. There has been since
1890 a large increase In the proportion
of females attending school in this
country. In the period of life beyond
the age of eighty-three women are more
numerous than men. An apparent ex
cess of women is also noted In the p
rlod from sixteen to twenty-five, but
the professor explains that this is prob
ably apparent rather than real because
of tbe greater number of women "who
claim erroneously to belong to this age
Ieriod. Among negroes there are more
females than males, and the contrary-
wise among the Indians.
A Telegraphing Typewriter.
J. C. Barclay, assistant general man
ager of the Western Union Telegraph
company, says be has perfected a de
vice whereby messages can hereafter
be sent by the operation of an ordinary
typewriter keyboard. During the past
week experiments have been conducted
successfully on a wire running from
New York to Buffalo. The inventor
says that the old system of the Morse
operator will be done away with and
that messages can be sent with more
accuracy and greater speed by this new
device. No man will be needed on the
receivinc end. The onlv work nwessnrv
will be to see that the paper on the ma
chine Is kept straight and replaced
when a sheet has been exhausted.
When put In use this new contrivance
Is expected to revolutionize the whole
tolegraph system. For long distances,
where "repeating" of messages Is es
sential, Mr. Barclay says he has an at
tachment that makes it as easy to send
from San Francisco to New York as
More Cancer Among Men.
Itecords of several of the largest hos
pitals in London have been found to
show that cases of cancer have ln-
reased steadily since records were be
gun In 17-K5, whereas the numler among
women had not increased since 1884.

Turbine Liner Not a Failure.
Tbe recent report cabled from Eng
land to the effect that the new turbine
liner Victorian had failed to come up
to contract speed is now known to
have been a canard. As a matter of
fact tbe turbines were not even in the
ship at the time the dispatch was sent.
The recent trials of identical cruisers
of the British navy, one fitted with a
reciprocating engine and the other with
a turbine, were distinctly In favor of
Submerged Coal Is Better.
Tbe Scientific American says, that i
some of the coal which was submerged
at Portsmouth by the British admiralty
in May, 1003. bas been raised and test
ed in comparison with dry coal. The
results showed that the submerged coal '
had greater beating qualities.
