IT IS NOT WANTED i Great Satisfaction in Having THere Idea of Locating Powder Factory on Rock Island Meets With Much Disfavor ir BY THE BUSINESS MEN Is MS (CTP Association Meeting Devoted to Dis cussion of Question Many Ob jections Are Raised. Rock Island does not want the gov ernment to locate its proposed powder factory on Rock Island arsenal, or at least that was the general opinion of the members of the Rock Island Bus iness Men's association last evening at the meeting of the association held for the purpose of discussing the subject. The meeting was held at the secre tary's office in the Peoples National bank building. The subject was thor oughly discussed, and those who ex pressed themselves seemed convinced that the proposed powder plant would be a detriment rather than a benefit to the three cities, on account of the dan ger of explosions. It was dramatically stated by one member that in such ex plosions, the cause never is known, because no one there is ever left to explain. Many Mi ten Away. Usually powder plants and factories are built 8 or 10 miles from cities or villages, on account of the danger. It was pointed out that in addition to the danger of explosions, the acid used in the manufacture of powder will prove a dangerous element. The fumes of the acid will kill vegetation for a con siderable distance from the factory, and the waste material from the acids should be discharged into the river, the water would be unfit for use either in Rock Island or Davenport. If the ma terial should be discharged instead into the slough, the fumes would be forced da Rock Island, and the city water spoiled as well. To Mfft With Club. A committee of three, composed of E. B. McKown, C. A. Schoessell. and Dr. K. M. Sala. was appointed to meet this evening with the Rock Island club when the same subject is to be under discussion, and explain the views brought out by last evening's discus sion. The sentiment was that while the city is anxious to acquire indus tries employing as this will, about 100 men, the objectionable nature of this industry makes it to the city's interests to make an effort in this case to pre vent the location of the plant near this city. The mayor presented communica tions from the Union Electric Tele phone & Telegraph company concern ing the rate relief ordinance declaim:; that the company will cease doing bus iness unless the relief prayed for is granted. Alderman Oberg moved that the communication be referred to the com mittee having the matter in charge. Carried. The mayor presented a message re commending the drainage of a pond on Thirty-eighth street. Referred to the city engineer and aldermen of the ward with power to act. Alderman Anderson moved that tin1 matter of attorney's fees of special counsel in the Lindberg cases be re ferred to the finance committee. Car ried. Alderman Robbins moved that Alder man Anderson be added to the com mittee. Carried. The mayor presented a petition from D. J. Kennedy and others for permis sion to extend the water mains in South Heights. Referred to the wa terworks committee. Alderman Anderson moved that or dinances relating to the creation of the cilice of electrical inspector be refer red to the committee of the whole. Alderman Trenkenschuh moved as a substitute that the matter be referred to the ordinance committee. Substi tute lost. Alderman Anderson moved the adop tion of the original motion. Carried. Alderman Anderson moved that the mayor. Aldermen Eckhart and Dauber, and City Engineer Treichler be the delegates to represent the council at the Rivers and Harbors congress at Washington, Dec. G and 7. The clerk moved that the mayor and clerk issue a voucher in the sum of $300 to pay the expenses of the dele gates. Carried by unanimous vote. The clerk presented the reports of various city officers for the month of November. Received and placed on file. The clerk presented a petition from the Peoples Power company for per- j missiop to open pavement to extend gas service. Petition granted, work to be done under the supervision of the superintendent of streets. The clerk presented a petition from Hartz & Bahnsen company for permis sion to open paving to install sprinkler system. Referred to the waterworks committee with power to act. The clerk presented a petition from R. S. Silvis and Mrs. Snyder for per mission to connect with the sewer in the alley between Twentieth and Twenty-first streets near Eighteenth avenue. Referred to the sewer committee. Alderman Anderson offered the fol lowing resolution which was adopted by unanimous vote: "Resolved, By the city council of the city of Rock Island, that we request Senators Cu'loin and Hopkins and Rep resentative James McKinney to urge that congress shall annually apportion to the rivers and harbors committee a sum commensurate to improve the great navigable streams in the interior of the United States; and be it further "Resolved, That we request these our representatives in congress to make strenuous efforts to obtain an ap propriation at the coming session of the congress for the improvement of the upper Mississippi river between St. Paul, Minn., and St. Iouis. Mo., to n permanent depth of six feet at low water." Alderman Blochlinger from the street and alley committee reported recommending the adoption of the plat of August Geiger's Ninth street addi tion, provided that he file a bond in the sum of $300 to bring the streets and alleys to grade. Adopted. The clerk presented the bond of Au gust Geiger in the sum of $3oo to bring the streets and alleys in Geiger's Ninth strict addition to grade within 18 months. Alderman Oberg moved that the bond be accepted ami the plat adopted. Adorled by unanimous vote. Alderman Blochlinger from the sew er committee reported granting vari ous persons the right to make sewer connections. Report adopted. Alderman Lawler presented the re port of the board of local improve ments recommending the improvement of Twenty-fifth street by paving and curbing from Sylvan slough south to Eighteenth avenue. Also the engineer's estimate of the cost of the improve ment at $G3,GS9.20. Alderman Lawler offered a resolu tion approving the engineer's estimate of cost of the Improvement. Adopted. Alderman Lawler offered an ordin ance for the improvement of Twenty fifth street by brick paving 30 feet In width with curb, lrom Sylvan slough to Eighteenth avenue. Alderman Lawler moved the imme diate consideration of the ordinance. Carried. Alderman Lawler moved the adop tion of the ordinance. Adopted Ly unanimous vote. Alderman Pratt offered a resolution instructing the superintendent of streets to build a woolen culvert at Fifth street and Seventh avenue and to clean the gutter at Fifth street be tween Fifth and Sixth avenues. Adopted. im Alderman Trenkenschuh offered a resolution instructing the fire and light committee and chief of the fire depart ment to investigate certain unsafe structures within the fire limit. Adopted. Alderman Smith offered a resolution providing that the license fee of itin erant clothing merchants be raised from $100 a week to $100 a day. Re ferred to the license and markets an1 ordinance committees. Alderman Robbins moved that the licenses and markets committee be au thorized to secure bids for a new shin gle roof on the market square scale house. Adopted.
