Louis De Fop, the well known writer, says of "raid in Full," which has boon t he one bis dramatic hit the past season in New York and Chicago: "The pleasure of the event at the Astor theater was not lessened by the audience's knowledge that It was engaged in making theatri cal discoveries. Of Eugene Walter, brink of disaster. But after each crisis came a sudden realization that what had seemed t,o be audacity was really invention "cu Mr. Walter's part. Though he clung closer to the danger line, he did not once overstep it; when he found hi-Tiself on thin Ice he moved so rapidly that it scarcely bent under his weight. Abruptly the photo graphic quality of the first two acts disappeared and the real, gripping drama, gilded with an Idealizing touch, took its pla.ee. Captain Williams, in the latter's den, clinched the success of 'Paid in Full' and landed it in the meagre list of the season's significant plays. It lifted it a full measurs above realistic melodrama of Harlem flat life." "Paid In Full" will be seen-at the Illinois theater Dec. 13 under the management of Wageuhals and Kemper. "Honeymoon, Trail," which plays here next Thursday, Dec. 10, pretty Olive Vail will more than share the atten tion and applause of the patrons of the Illinois, not only on account of; her beauty , but for her remarkable voice which, while not powerful, is. said to be one of the sweetest now being heard in musical comedy. This is Miss Vail's fourth season under the manage ment of Alort H. Singer, having prev iously appeared in "The Umpire." "The Time, the Place and the Girl," and "The Girl Question," and she con siders her present part and songs the best she has ever had. Perhaps thi3 is due to the fact that the Chicago critics commended her performance in the highest terms in reviewing the cit ies visited this season. Her Einging of "Whose Little Girlie Are You" and "I'm Going to Steal the Moon," the last with the assistance of the "broilers," is one of the most pleasing features of the performance, and next week she is to add many more admirers to her al ready long list. - " " DEMAND OF DAY Is for Increased Transportation Facil ities Between States and Communities. Clyde Fitch builded better than he knew when he wrote "Girls," I he big Daly's theater comedy success, which will be presented under the direction of Sam S. and Lee Shubert at the Illinois Monday evening next. It was to be presupposed that anything from tle pen of Clyde Fitch, dealing with the eternal question of femininity and its foibles would prove to be the work of a master craftsman. Tomorrow will be observed as the annual memorial day of the Elks by the members of Rock Island lodge No. The imperative demand' of tie day is for increased facilities for transpor tation between the states and between communities in the states. The for eign commerce of the United States is of undoubted importance, and is grow ing in a degree commensurate with the growth rnd progress of the entire country and ir a degree commensurate with the- superiority of make of the American manufactured product. But great and important though 4 he for eign trade of the United States un doubtedly is, . it is small compared with the inland trade and commerce whose only obstacle to greater and proper growth is in the lack of ade quate facilities for transportation. The imperative demand for increas ed transportation facilities is, there fore, the demand of all business inter ests, whether industrial, commercial or agricultural. It is jiot charged that the railways of the country have been remiss in their efforts, to supply ade quate facilities. The charge and it is an admitted charge is that it is impossible for the railways to keep item is mentioned as but one of many as illustrating the obstacles that con front the merchant, the manufacturer and the fanner in receiving the sup plies which are absolutely essential to ! him and to his business with the ex pectant customer suffering no less than the producer. Under the program of the National Rivers and Harbors con gress, embraced' in the comprehensive motto "A Policy; not a Project" there would be no longer freight congestions. The program of the congress means a definite policy on the part of the government v.ilh reference to water way improvement. It means annual appropriations, in adequate amounts, made with the regularity with which appropriations are made for army and navy purposes. It means continuous work and it is a policy under which the results would far exceed the out lay. All Interests There. The congress which will meet at Washington on December 9. 10 and 11 will be composed of not Jess than 4,00 delegates, with no state and no com munitv. no commercial, industrial or agricultural association unrepresented i in the great work of waterway lni- provement. The work of the congress is not. sectional, but national, not in aid of anv project but demanding waterway improvement based upon an intelligent governmental policy, and it is only thro lgh a policy of that nature and strength that the trade and com mercial and agricultural enterprises of the country can hope for relief from freight congestions so disastrous to all intersf. With this lesolution. liimly fixed in their minds, but unfortunately not so firmly fixed in their hearts, they start out to do battle with the world. The cast pro vided by the Messrs. Miss Lil lian Burton at her home, 2S10 Fifth and-a-Half avenue, last evening enter tained a company of 70 young people in honor of her birthday anniversary at a masque party. The guests all came In grotesque costumes and prizes were given for the best and most comical costumes. In a guessing contest Arthur Heimbeck took the first prize. A merry evening was pass ed with various' games and there was music and' a birthday supper was served.
