to her interest to support an appropria
tion for tbe Hennepin canal, prior to fa
vorable legislation in behalf of tbe great
waterway project. Tbe law paaaed by
our last legislature creating a sanitary
district of -Chicago and suburbs was
framed on tbe lines and in tbe interest
f f the great waterway enterprise. Chi
caeo obtaiced this largely through the
friends of this waterway, and any amend
ment to tbe law, which wiil undoubtedly
be neceary before the completion of
tbe work, will be carried, if at all. by the
sane Influence. I can readily see for
there and other rettont that Chicago will
not support the Hennepin canal appro
priation as an io-iependent proposition.
It is to my mind quite clear that con-!
grress anil not appropriate Urge soms to
orry on this improvement of the Illinois
and Detplaines rirera. and at tbe same
time mike like appropiiations for the
Hennepin canal. The only true policy to
pur me is to build Crttbe great wa'erway
connecting the lakes and the Mississippi,
and then go to congress and say we hare
two great wa'erwa? s that we desire to
connect by this canal. Tren the friends
of the canal may realize tbe completion
of tbeir work. Ia this we cou)1 and
would co-cperste with them, but ihe
proposition to build this !itcu seventy
one miles in Jenjrth, before appropriate
legislation is had on the Illinois and Des
Moines river improvement, should not be
fob rated by tbe friends of liver improve
ment. This whole question was diacuur-d
tj the committee on resolutions at the
Peoria ctsnvection. acd although much
latitude and courtesy was shown to the
friends of the Hecnepia canal in that
convention, yet so one at thsit time an
ticipated that a line of policy such a is
now outlined by Gen. Henderson would
be pursued. 1 favor tbe Hennepin cansl
at the proper lime, but no frw-nd of the
great waterway improvement, wbich will
be of incalculable advantage to the na
tion, both from a commercial and military
standpoint, will ever ignore this great
improvement by allowing Gen. Hender
son's t&M,(.M) appropriation to pa,
unless the other and by far tbe more im
portant is first provided for.

admiration. Her appearance was the

before the curtain, aod was recalled at

must have touched her very deeply.

As wO be remembered when the Upper
Mississippi Torn Bezirk held its twenty
third tagesatnng at Turner ball, this city,
en March t last, it waa decided to bold
tbe biennial torn fest at Burlington next
June. Burlington has a good Turn
Verein, and the members of the organi
zation wanted the meeting to go there, as
did many of tha citizens of the town who
are not members of tbe grand organiza
tion of Turners, bnt K has recently tracs
pired that the meeting will hardly go to
that point. Burlington is known all over
Iowa as a place where saloons multi
ply and flouriih, and at the same time as
a place where the informers never cease
from troubling and where the prohibit
tion attorney is never at rest. With
in the past two weeks, on some ac
count or other, there has been an un
usual amount of this legalized persecu
tion of the city's interests. Numerous
informations have been filed, and such
steps taken with regard to the Turner
hall in particular as to lead the Turners
of tbe place to think that an organized
attempt is going to be made to break up
tbe convention in case it is to be held.
Rather than have any trouble of tbstsc rt
the executive committee has decided thai
the arrangements shall be changed so as
to give the Bur'icgton prohibitionists no
chance to interfere with the convention.
Hence comes the Davenport Democrat
They do not with to hold the meeting
at Des Moines, as that would be using
their influence to secure it for their own
town, aod therefore have asked Daven
port's Turn verein to take it and take
care of it and make it the successful,
pleasing entertainment it has upon former
occasions. The matter is here held under
advisement. We trust that they will
come here f gain and make themselves as
comfortably at home as they always hive
done. We are glad to have them with us
if other places are not.
