The Boston Traveller of a recent date
contained an extended illustrated write
up of Watertown, Mass , arsenal, in which
complimentary mention is thus given
three former prominent and much es
teemed officers at Rock Island Arsenal:
' Tbe late General Rodman was in com
mand during tbe war of the rebellion, and
under him a large force was kept at work
day and night in the manufacture of war
material, consisting of gun carriages for
field, siege and sea-coast guns, also am
munition for field and siege guns and for
small arms, which was made in large
quantitiea and shipped as fast as required.
It baa frequently been remarked by re
turned soldiers that tbe best ammunition
sent to tbe front came from the Water
town arsenal, and they were always clad
to get it.
The present commander of the araen tl,
Lieutenant Colonel D. W. Flagler, who
was for a long time in command of the
Rock Island arsenal, Illinoia, and more
recentl) in command of the Frank ford
arsenal, Philadelphia, IV, is the senior
lieutenant colonel of the department,
president of the board for testing riflVd
cunnon, and an officer of wide experienre
in ordnance manufactures.
The other ordnance officer on ftoty,
Captain A. L. Varnev, is thoroughly fa
milinr with ordoanee matters, aid in ad
dition to nia ordnance duties, acts as pay
master and storekeeper, ooimiiBHry and
post qtiartermaxter. performing the sev
eral duties required.

eral Martinez, of Guatemala, has received
cablegram from the Guatemalan minis

Trying to Restore Rates.
Chicago, July 23.- The committee of
general managers of western railroads fo

finding a way to restore east bound freight
rates from the Missouri river had another
meeting yesterday. The situation was
discussed for three hours, but no way was
found of solving the difficulty. v hen the

Driving club yesterday, and there were
