Last evening's mass meeting at Har
per's theatre to bear and to take
action as to the best course to
pursue in inducing the Rock Is
land road to reconsider its recent order
extending the Illinois division of the
road and removing its east end engineers
and firemen from Rock Island to Chicago,
was called to order by Mayor McOonochie,
who briefly stated the object of the meet
ing which was not of the nature of an
indignation meeting at the Rock Island
road as he took it, but merely to express
feelings, and to take such action as
might seem just and proper to arrest
what had every evidence of being a cal
amity to the city which would follow the
enforcement of the order recently issued
by Gen. Supt. H. F. Royce.
Vice-President Ilenry Csrse, of the
Citizens' Improvement association, was
elected chairman, and Robt. F. Wagner,
secretary.
Wm. Jackson was called for, and
stated that be was present to hear and to

i ent, but they were not disposed to ex
; press themselves, and Aid. W. F. Scbroe
, der, who is thoroughly conversant with
the feeling and the probable outcome of
the order, was called upon. Qe outlined
the situation as detailed in the Abqcs of
Monday night. The order would not
only necessitate the removal of the
crews running east from Rock Island to
Chicago as the headquarters, and thus de
prive the city of f ally two hundred of its
population, but entail a hardship to the
, men who would be obliged fo give np
their homes here which they had been
years in founding, and would increase
the time and nature of the work to such
:, an extent as to make it a severe hard
ship. In view of these facts some de
1 elded steps should be taken looking to
! having the order changed if possible.
Chairman Carte stated that be could
readily see how the new order would
work a hardship to the men if they were
obliged to give np their homes here now
and move to Chlcaeo'. to say nothine of
H the increase in boars of labor. He real
' ized, too, that the new order wouM end
i;; in the loss of several hundred families in
the removal of the engineers and firemen
to Chicago.
Aid. Daniel Corken was called upon,
;but he declined, stating thatexvAld. J.
jj W. Cavanaugh was present; that he was

an old fireman on the Rock Island road
and could give more intelligent light on
the subject than anyone, except an engi
neer or fireman now in the actual service.
Mr. Corken therefore called upon Mr.
Cavanaugh. taking occasion to say. how
ever, that in his opinion the Rock Island
road had always treated Rock Island
shamefully.
Mr. Cavanaugh corroborated what bad
previoualy been said by Aid. ?chroeder,
and explained that the new order would
require the removal of the crews now
running out of Rock Island east to Chica
go, because Chicago would be the bead
quarters, where all records are to be kept,
where all the extra men would be located
and where a man would be obliged to go
before getting a lay orT, no matter how
urgent the circumstances. If an engi
neer or fireman were to continue his home
in Rock Island, should the new order
take effect, and should reach- his home
here, and for any reason because of
sickness or other urgent cause desire to
lay off a trip, be would be obliged to go
back to Chicago for an extra man to take
his place before he could take bis time with
his family. Furthermore, the crews run
ning out of Chicago as the headquarters,
would only remain in Rock Inland a short
time before going back, as all the long
lay overs would be at the other end. He
spoke of the haidships to be entailed
from a labor standpoint. It was a difficult
task for the men to stay on an engine as
long as they do now, and the road was
not doing right by the men to ask more
of them. There is quite a difference be
tween running a freight train where the
time to be spent on the road is contingent
upon circumstances, and a passenger train
running on schedule time where it is ex
actly known bow many hours will be
spent cut at a time. He also alluded to
hardships imposed on the men in being
obliged to move from Rock Island. Many
of them had just got little homes paid
for and would now be obliged to give up
all these associations. The engineers
and firemen themselves were trying to
have the order reversed and our citizens
especially the shippers, should do all pos
sible to the end that it may be changed.
Magistrate H. C. Wivill was called for
and be spoke at some length on the'ins
justice of the order, bnt be did not be
lieve it was so intended bv the officials of
the road. It was evidently a move in the
interests of policy. He did not believe
that R. R. Cable would do anything to
counteract or retard the progress of his
old home. It was Mr. Wivill's opinion
that our shippers should be more inter
ested in having this order changed and be
favored the appointment of a committee
of representative . gentlemen to confer
with the officers of the C, R. I. & P.
road and present the case clearly to them
and to explain the blow it would be to
Rock Island, a city that had always con
tributed with a generous hand to the
prosperity of the road.

mittee of three, of which Wm. Jackson
should be chairman, be appointed on res

the other members and the committee at
once entered upon its dut eg, in due
season reporting the following resolutions
which were adopted unanimously:
RetoUed,. That the citizees of Rock
Island have learned with deep regret and
concern that an order has tieen issued
changing the run of many of t be engineers
and firemen of the Chicago, Itock " Island
& Pacific railroad company running be
tween Chicago and Rock Island, and from
the best information we can obtain the
enforcement of that order will not only
seriously interfere with sucb engineers
and firemen living here and thsir families,
but will aeriounly affect the lousiness in
terests of the city.
'Retolved, That in view ol the cordiil
business relations that have long existed
between the citizens of this t ity and the
Chicago. Rock Island & PaciSc Railroad
Co.. and in view of our mutual interest,
it is the sene of this meeting that a com
mittee of three of our citis.ens be ap
pointed by the chair to wait upon the
proper officials of the railroad, that some
modification or change of the order may
be made that will satisfactorily meet any
business necessity of the ra.Iroad that
suggested such orders and a . the same
time will not affect the interests of our
citizens, which iuclude the engineers and
firemen.
Jieolved, That our citizens recognise
in the engineers and firemen c f the Chi
cago. Rock Island & Prcific railroad a
class of men who have been n credit to
the city and largely in te ret ted in our
prosperity, and owning homi s that will
entail loss on them in case of removal;
and it is our sincere wish that, they and
their families may be permith d to dwell
with us in the future as in the past, and
that the committee so to be appointed
will use their beat endeavors to accom
plish the purpose of this meeting.
Mr. Jackson, in commenting on the
object of the resolutions, said the ques
tion involved was one reaching to the
door of every citizen, atdthst whether
intentional or not, the effect of the Royce
order was a blow at every citizen. It
affect 8 every man and woman in the city
as it withdraws a certain degree of pros
perity from the community, tiiat it has
taken years to accumulate. ' Every one is
therefore interested in any act on the
part of the road that affects the people as
a whole. The interests of ti e city of
Rock Island and the Rock Island road are
mutual they have become identical
and we have a right therefore to inteiest
ourselves to the extent of it ter.'erence
when a step is taken by the rot d tending
to do us damage, just as the road would
assume to interfere, were the citi
zena to make a move thut would
threaten its prosperity. The influence
of one cannot be destroyed without
seriously affecting the other. We do not
propose to be dlctatory, but v. e should
not hesitate to present oar lnturests in a
firm bat friendly spirit, collectively and
individually as citizens. Mr. Jackson
cautioned moderation and deliberation
in whatever was done.
At the conclusion of Mr. Jackson's res
marks, Mr. Carse and the miyor were
noon motion included as members of a
committee to go to Chicago and confer
with the officials of the Rock Island
road, the mayor to appoint 1 wo other
members at his discretion. The meeting

then adjourned, and Mr. Carse having
decided that whatever the committee did
should be done without delay, appointed
as the other members. Messrs R. Cramp
ton and John Onlweiler, aDtl three of the
gentlemen Mayor McOonochie, Messrs.
Crampton and Ohlweiler, started for
Chicago lat night. They expect to
meet the engineer and firemen's commit
tees this morning and cooperate with
them in their efforts to have the unpopuv
lar order changed.
It is reported that a number of the of
ficials ot the Rork Island road went weft
ou one of the early trains this morning.
If this is true they may have eluded the
Rock Island delegation, although a con-,
ference may be secured with men in au
thority yet in Chicago.
A citizen today supge&ted that if the
Rock Island road insist on maintaining
its position which will proe so disss
irous to Rock Island, that the cily cease
its leniency toward the road, and demand
that the company locate its passenger
depot where its freight depot now is as
per stipulations of the agreement by
which it is in possession of the land on
which the freight building stands. The
suggestion is a very good one.
