A negro was banged at Charlotte, N.
C, last week for burglary. According
to the law of North Carolina there are
two degrees of this crime. The first is
defined as the entering or an uninhabited,
dwelling house or sleepicg apartment,
The punishment for conviction in the
first degree is death, and for conviction
in the second life imprisonment or such
other teim ss the court rcaj fix. Tne
law is stvere, but it is noteworthy that
burglaries are not so common in North
Carolina as in many other states.
Thomas B. Reed dresses down Blaine's
peanut reciprocity policy in the following
cvnical way. The ex -t zar is evidently in

made by the Dutch process contain a
considerable percentage of alkalies and
other chemicals, which are introduced
for tbe purpose of giving apparent
smoothness and strength to the decoction.
The use of chemicals can be rtadily de
tected by the peculiar odor from newly
opened packages, and also from a glass of
water in which a small quantity of chem
ically treated cocoa has been placed and
allowed to remain for several days. For
more than 1U0 years the house of Walker
Baker & Co.. have made their cocoa
preparations absolutely pure, using no
patent process, alkalies or dyes.

Sterhen B. Elkirjs was not selected for
secretary cf war on account of any par
ticular fitness for tbe strictly fficial du
ties of the position. He was chosen be
cause he is a born manager of men, one
of the cleverest manipulators of conven
tions in tbe country and because he will
be very useful to IlarrTson in a political
way. His appointment show that our
little president is hot on tbe trail of a re
nomination, lie expects to use Elkins
in more ways than one. Tbe latter has
hitherto been known as an enthusiastic
Blainiac. As regards the secretary ot
state the appointment mty be viewed in
two ways. It may be the result of an
agretni nt whereby Harrison shall secure
tbe nomination without opposition, but
Blaine's afluence shall be duminant in the
administration and his friends be taken
care o'; or it may be Harrison's plan to
detach Elkins from Blaine and secure
the services of h;s active braia and un
scrupulous methods for himself. In any
case.tbtre can be no question about the
appointment being distinctly political, and
without regard to its fitnrss in point of
capability, morally speaking, or other
wise. The words of the Chicago Evening
Tost on the appointment are burning
with unanswerable truth. Hear term:

son's appointments indicate a falling off
from tbe high standards by whicb most
of his earlier appointees were chosen
Following closely on the elevation of
judge Woods, of Indianapolis, to the
new appellate lench, comes the election
of Stephen B E kins to the vacant port
folio of war.
Nothing less, we think, than the exis
gencies of a fast approaching cams
paign could have induced the president
to take into his household such a man as
Elkins. Mr. Harrison, of all persons,
has shown himself sensitive to tbe per
sonal touch of scandal. He has quar
reled with Qjay. Summarily, and with
what appeared like untimely haste, be
dismissed Bank Examiner Drew to avoid
even tbe appearance of evil. He has
only with manifest reluctance tolerated
the appearance in Washington of
that train of adventurers who
have attached themselves to his
party since the war. Yet of
this disreputable school of policicil fl
xtanciers "Steve" Elkins is the most dar.
log and unscrupulous. Cool and Im
penetrable, openly casting Lieu princi
ple to the winds and sardonically laugh
ing at that pretense of righteousness
under which some of his more scrupu
lous associates have cloaked their
courses, Elkins has grown rich and pow
erful by improving the opportunities
which many years of republican absolut
ism afforded him. His associates and
moral equnls are such men as Dorse y and
Quay. His most notable services to the
country are best recorded in tbe story of
the star route scandal. His best qualifi
cations for the portfolio of war are mil
gled ignorance of and contempt for tbe
constitution be will swear to obey.
Mr. Elkins has bi herto been accounted
(naturally enough) a partisan of Mr.
Blaine. His invitation to Mr. Harrison's
cabinet conveys tbe unpleasant intima
tion that some important agreement bas
been reached between the president and
his secretary of state.
