City Council Rooms, Rock Island.
Sept. 1. The council met in adjourned
session at 8 p. m., Mayor McConocbie
presiding, and all the aldermen present
except Dauber and Guyer.
The mayor stated tbe object or tbe
meeting to be to discuss tV.e sidewalk
question and to pass an ordinance accord
ingly. Aid. Bladel read a communication of
Aid. Guver in regard to sidewalks and
presented an ordinance embracing tbe
sidewalks to be built in the Seventh
Aid. Scbreder rose to a question of
privilege and moved that the rules be
suspended to hear the report of tbe gen
tlemen on tbe waterworks test. Motion
Tbe clerk read the report in all its de
tails which was very favorable, the en
tine baving performed all the require
ments and more The report was signed
by T. N. Hooper, Capt. M. W. LyonB,
U. 8. A., Hiram Shunk and F. E. Rob
bins. Aid. Knox moved that the report be ie
ceived and filed and tbe waterworks
pumping engine duly accepted. Motion
On motion of Aid. Schroeder tbe
mayor and clerk were instructed to issue
an order on tbe treasury for the first
payment an the engine less the amount
already advanced under the contract.
Motion carried and amount allowed by
Aid. Schroeder moved that the bal
ance of tbe deferred payments be re
ferred to tbe finance committee and the
mayor wilh power to act. Adopted.
On motion of AU). Schroeder an unan
imous vote of thanks was tendered by
rising to the gentlemen who so kind.y
lent tbeir assistance in testing the engine
at the waterworks building.
On motion of Aid. Schroeder the coun
cil resolved itself as a committee of the
whole to cis.:uss the sidewalk question
with Aid. Evans in tbe chair.
After a general discussion the commit
tee rose and Aid. Huesins: moved that
tbe aldermen of the various wards prepare
a list of therespectivc sidewalks to be built
in their wards and hand them to the city
attorney and that be and the ordinance
committee be instructed to embody tbe
same in one general ordinance to be pre
sented at tbe next meeting and that the
city attorney be authorized to hire help
if necessary. Motion carried.
Aid Bladel stated that before action be
taken on the ordinance for the improve
ment of Fourth avenue be desired an in
spection of streets paved with a single
course of brick; be therefore moved that
the council as a committee of the whole
visii Clinton, Iowa, next Thursday to in-,
spect such pavement. Motion adopted.
Tbe clerk read an invitation of James
W. Cavanauub, secretary of the Labor
Union, inviting tbe council and other
city officials to participate in the parade
on Labor day, Sept. 5. On motion or
Aid. Schroeder the invitation was ac
cepted and tbe conncil to attend in a body
wr.h other officials.

HOW TO CHECK CHOLERA.

The following communication of Dr
C. 1. Stringfield, a prominent physician
of Chicago, is commended to general at
tent ion at the present time:
Cholera, like many other diseases, is
due to a germ which must have an alka
line medium for development. There
fore, if you cause all the secretions of
the body to become acids the germ can
not thrive. If all persons would drink
freely of sulphuric acid lemonade, made
by simply adding 10 or 15 drops of sul
phuric acid to a quart of ordinary lake
water, boiled and then iced, or to any of
tbe numerous spring waters, putting in
sufficient water to make it palatable, it
would be a good preventive. Drink this
instead of water or any other beverage,
as it is harmless when properly diluted
and can be consumed in large quantN
ties. This acid has been employed with
great advatage inepidemicB of cholera by
Dr. Curtis in tbe Philadelphia almshouse
insane department. A very serious epi
demic ceased in 12 hours after tbe in
mates were all put upon the free use of
sulphuric acid lemonade. Tbe only new
case after this was that of a man who re
fused to use the prophylactic. Two days
after the use of tbe sulphuric acid was
stopped two new cases again occurred,
and tbe epidemic was again arrested by
tbe use of sulphuric acid. In the surgi
cal wards the acid was used from the be
ginning of the epidemic, and in these
wards, although in no way isolated, the
disease faMed to make an appearance. In
view of this statement of facts the pre
ventative should be used free
ly. It is of the utmost
importance to check the pre
monitory diarrhoea, which is amenable
to prompt, simple treatment. Cholera
is generally preceded by diarrhoea, and
an attack very rarely occurs when this
symptom receives early and appropriate
attention. Excepting in the frequent
cases in which cholera is not preceded by
diarrhoea, it may, with almost absolute
certainty, be prevented. The greatest
difficulty is in the prompt application of
simple but effective treatment in cases of
diarrhoea during the epidemic. Very
many pay no attention to the premon
itory symptoms through ignorance, and
not a few of those better informed ne
glect it, either from recklessness or be
cause they cannot appreciate the fact
that a disorder so slight and ordinary can
be a precursor of so grave a malady as

The Rock Island county assessment as
reported to the auditor of state shows that
there are in the county 10 887 horses, val
ued at $203,249; 23.865 cattle, worth
$ 110.618. and 274 mules and asses worth
15.025. Of sheep there are 2,519, valued
at a dollar ahead, and the houa found by
the aBsessars numbered 237,081, worth
$1.14 on the average. The burglar and
fire proof safes number 168, and tbe
steam engines 125, and 3,735 carriages
and wagons worth $47,596, represent the
county's means of transpoi-
tation. The assessor found that
89S watches and clocks, and 619
pianos and 876 organs and melodeons.
Of sewing and knitting machines there
are reported 3.057, worth 115.325, and
16 steamboats and sailing vessels are
owned in the county.
Under the head of "money of banks
and bankers." the assessors turn in only
$39,107, and of moneys other than that
of bankers, $113,783 was found. Tbe
total value of unenumerated property is
$1,271,792, and of personal property
$1,785,825. The lands of tbe county
number 264,397 acres, valued at $2,523.
149, and the 11,911 town lots are worth
$3,170,311. The total assessment of the
county is $7,503,658, an increase of
$342 962 over the previous year.
