111., Sept. 19 The council met in regu
lar semi-monthly session at 8 p. m., with
all the aldermen Dresent except fcruyer.
In the absence of Mayor McConochie
Aid. Schroeder was elected mayor
pro tern. The minutes of the last regu
lar and subsequent special meeting were
read and approved.
On motion of Aid. Corken it was
ordered that the proposals for bridge
work, advertised for should not De openea
until the next regular meeting.
Aid. QueBinst offered a resolution
look id r to the purchase of a street
sweeper for the abatement of the dust
nuisance and directing the finance corns
miitee to ascertain cost, etc, and report.
Aid. Knox, ftom the finance com
mittee, reported favorably certain lee
bills of the county court in connection
with public improvements, aggregating
Aid. Kennedy submitted a plat of
grades in the Schoell addition, which was
Aid. Kennedy offered a motion
instructing the ordinance committee to
draft an ordinance to cover tne profile 01
crudes on Thirty-eighth street. Carried
Aid. Hueslng moved that the rep
resentatives of the Davenport estate De
asked to rive an easement through cer
tain Drooertv for a storm drain. Adopted.
The ordinance granting a franchise for
a gas plant to John D. Cameron was
called up and read.
Aid. Hetter from the Bewer committee,
submitted certain bids for the construe
lion of the Thirteenth street sewer wh'.ch
were opened and read by the clerk, and
the contract awarded to M. Yerburv. the
lowest bidder, on motion of Aid. Hues-

The clerk read a petition from John
Lendhorn and others asking the post
ponement of certain sewer improve
ments in the Seventh ward until the wa
ter supply is extended to the territory.
The city attorney was asked as to the
aiatter and replied that the ordinance
bavins? cone into court it could not now
be changed without violating all the
proceedings taked. Ordered received
aDd placed on file.

eighth street, of similar nature to to the
foregoing. Received and placed on file.
S. N. Stewart made a proposition to
pay the city of Rock Island ft a day for
the priviiege of running a ferry launch
until the committee to which his applica
tion for a license had been referred
makes its report. On motion of Aid.
Knox no action was ordered taken until
the committee's report is received.
Aid. Kennedy moved that a committee
be appointed to expend $100 in furnish
ing up the office of the chief engineer of
the fire department. Aid. Hetter moved
as an amendment that tne nre and iignt
committee be instructrd to furnish tne
room. Aid. Huesing offered an amend
ment authorizing tbe chief engineer to
furnish his room and appropriating a
sum not exceeding $100 for the purpose.
This last amendment prevailed by an
Aid. Huesing moved that the mayor
pro tern be authorized to sign certain
vouchers for Edwards . & Wal6h.
Cuv Collector J. Kooinson, on mvi
tation, made an explanation of certain
notices in relation to delinquent property
taxes issued by him. Tbe city attorney,
on being questioned, expressed the opin
ion that the notice was legal, though
somewhat misleading in that it assumed
that interest would ba charged from July
1. when the tax became delinquent March
31, and no interest was chargeable at all,
except under the installment plan of payment.
HOME FOR BOATMEN.
A Movement to Establish One on Credit
Island Below the City.
A movement is on foot in the
interest of tbe establishment of a boat
men's snug harbor on Overman's Island
below this city. Rev. B. Frankland of
Chicsgo, general superintendent of the
Western Seamen's Friend society, was in
Davenport last week, the Democrat says,
and talked of the matter with rivegmen.
He left with them for circulation copies
of a petition looking to the establish
ment of such a home for wornout and
disabled boatmen; especially for those
who have held licenses captains, mates,
pilots and engineers.
This petition recites the fact that when
Credit island was originally purchased
from John Ofterman of this city, the in
tention was to use a portion of it for the
establishment of an institution similar to
the Sailors' snug harbor on Randall's isl
and. New Yorkv this local insti-
tction - to be a home for aged and
disabled boatmen and others who bad
been employed on the water
ways of the west It is related that
Rev. Mr. Franklin is engaged in trying
to secure permanent control of this
property, financial efforts in this direc
tion being made by him, and that there is
danger that t he opportunity to secure
such control will pass away unless it is
improved within the next 12 months.
The petition la drafted bo as to cause a
request by its signers that ' the Western
Seamen's Friend Society take action in
behalf of this projected ' institution by
securing funds for tbe purchase of such
portion of the Island as may be deemed
nec-ssary to the establishment of tbe
borne. The petition concludes in these

western marine. An effort has been made
to have this latt mentioned fund returned
to those who paid it failing.

both these funds, and whether either or
both can be reached In aid of the erection
of buildings or the maintenance of de
partments of a boatmen's snug harbor if

having accrued from the payment of li
cense fees by captains and other offen
ders amounts to about $600,000. Such
license fees have been abolished for years
The men who contributed - to
this fund baye been trying to
get their money back but without
avail. Failing to do this, these men are
willing to let matters be if the money
they paid in shall be applied in a man
ner calculated to do eool to them in
their old age and to others in their class
There are many men on tbe river who
now need such a retreat and they will be
here as long as steamboats run tbe Mis
sissippi. The Democrat says: "Tbe
