back and I find that Joseph Medill a few
years ago made the following statement:
When in England last summer I was
astonished in traveling over tbe island
from Manchester to Birmingham and
Leeds to London, not to meet nny Eog
hsbmen who were in favor of a material
reduction of the present American tariff.
Formerly they were all anxious to have
our tariff reduced. It was alleged that
they sent gold over here to bribe con
gress to reduce our tariff. (I was
charted with getting some of that
British gold mjsslf for saving that the
tariff ought to be reduced.) But I found
in every town mat 1 vieited. and every
man with - whom I talked
in newspaper office?, in
the cars, in the hotels,
in tbe shops, at social parties, the En
glishmen made one universal reply t my
inquiry, to this i ffect: ' 'We care nothing
about your tariff; we don't want it cut
down, we r gard it as more protection to
us than to you. Tour high tariff and
dear manufactures keep you out of all
otner parts of the world, and we have a
monopoly of them; but if you make a
tariff like ours, your goods would be
cteap, you will invade our markets and
compete with us iu every foreign port
fjr the sale of your fabrics. We could
not put any more goods in your country
than we do now, atd ou would crowd
our goods out of a hundred pons where
we now have tbe abso'ute control.' That
is why they said to me 'We have; been
over in your ccuntrv ia the last few
years,' said one of them, -loosing at your
natural resources. We fiDd you have
cheaper raw material than we can possi
bly get in this coun'ry: you grow it your
self you do not have to import it jou
htve more iron ore a monopoly of cot
ton, abundance of wood, acd lea' her, and
lumber; you have chesper coal and vastly
more or it than we. lou have cheaper
food, and a superfluity of it; you are a
country of overwhelming natural re
s' urces; but you hh vj arrificially walled
yourself out of tbe markets of the world,
and I hope you will ontinue to do it.'
I said to them, 'suppose we thouid get
our eyes open, and reform the tariff, what
would you do about it?' They replied:
'Then we would have only one thing to
transfer our capital and manufactories,
and our artisans to your country, and do
business under the stirs and stripes '
