'C. W. Pavy, the salary -grabbing
tate anditor, is not wise in permitting
his relatives and hypenated henchmen
to rush into print for the purpose of set
ting up a technical but untenable de
fense against one of the minor and the
least imjiortant of the charges preferred
against him. Such a course directs fur
ther attention to the graver charge that
Mr. Pavy had annually grabbed S5.000
of insurance fees in defiance of the law
and the cotiotUution. It also tends to
bring into notice his secondary grab of
3"25 each year from the state board of
equalization.
"The technical defense set up by Mr.
Pavy is that lit reported the insurance
fees collecu-d by him ami that he turned
aver a certain sum as fees to the state
treasurer. This he admitted. Hut he
did not report the fees as required by
law, and he held out grahljcd, hooked,
fobbed, whateve r he choses to call it
$3,1)00 of these fees for his own private
use. Mere pet itoing by the salary
grabber's oran cannot meet the accusa
tion. "Does Mr. Pavy deny that he hooked
the $5,000':' Does he deny that he col
lected fees as e.-o!lico member of the
state board of equalization contrary to
the law aud the constitution? Does he
deny that he resorted to lobbying, to
wire-pulling and to more reprehensible
methods to defeat the bill recommended
to the general assembly last year by
Governor Fifer which was intended to
prevent the misiaiangement of the audi
tor's office by Mr. Pavy and illegal
grabbing by him of fees and other per
quisites? "These are the questions that Mr.
Pavy will have to answer in order to
obtain the hearty supjKirt of the Re
publicans of thit state for re-election.
"It would be criminal folly on the part
of the convention which meets tiiis week
at Springfield to nominate Mr. Pavy
until he hits refuted the grave charges
pre. erred against him. The convention
cannot alTord to load down the ticket
with the name of a law-defying, constitution-ignoring
salary grabber. It can
not aflord to nominate a Republican
state officer who sought the aid of a
Democratic committee chairman to pro
tect him in his misappropriation of the
public funds and in defeating a neces
sary legislative bill recommended by the
governor of the state. It would be ri
diculous to place the name "of Pavy on
the same ticket with that of Joseph "W.
Fifer, for the latter can lie quoted from
every Democratic platform in condem
nation of the methods of the former.
'The Republican convention is not
called together to continue salary grab
bers in office, but to nominate honest,
capable, law-abiding, faithful men for
state officers. It is its duty to condemn
salary grabbing and repudiate s.ilary
grabber. There ought to be no place on
the ticket for Mr. Pavy. lie may drag
it all down to defeat if he gets on it; for
the ticket will be no stronger than its
weakest, and if the convention renom
inates Pavy it will be in the position of
apologizing for and excusing this salary
grabber." .. .
