The Rottenness of Ilia Management of
State Affairs Shown.
Several weeks ago Judge Altgeld made
a speech at Joliet in which he pointed
out that the state institutions, especially
the charitable institutions, were mere
hotbeds for political intrigue, the propa
ganda of certain political cliques and
factions. He said that they were badly
and corruptly managed, and that the
money appropriated to the state for
charitable purposes was not used effect
ively for such purposes.

became frantic in their denunciation of
Judge Altgeld. They demanded to know

ments. They accused him of making
sweeping accusations without particu
lars. Gov. Fifer, very much disturbed,
undertook at Taylorville to defend the
state institutions from the statements
made by Judge Altgeld, and complained
that no particulars were furnished.
At Jacksonville a few davs later.
Judge Altgeld furnished the demurring

ed out that a corpse had floated in the
reservoir in the Jacksonville Insane
asylum for weeks, from which the
water given to the patients to drink vat
drawn, and how the facte had been sur
pressed and an attempt made to gloss
over the horrible details of this affair.
He also pointed out how in the state
institutions fuliv 60 cents out of each
dollar was paid for salaries and attend
ants. Producing figures from the insti
tutions reports, he showed that the gross
amount paid to employes out of the
funds appropriated for the maintenance
of charitable institutions, indicated that
at the ordinary rate of wages there was
one salary-drawing employe to each
three or four inmates.
He still further pointed out that in
none of the reports of the twelve state in
stitutions, nor in the reports of the state
board of charities there was then any
thing showing how many persons are in
the employ of the state in these institu
tions, nothing to indicate the rate of

1 ployes or anything whatever to show
how the people's money is expended.

or every cent of money outside of sala
ries and attendance, even in the line of

details was given in regard to the expend
