ALPEKA, Mich., Dec. 7. Stepl en Reis

DIESATISTltD WITH ARTHUR.
Result of the Arbitration of Chicago
Railway Labor Troubles.
Chicago, Dec 7. The finding of the
board of review appointed to investigate
the Alley "L" road trouble was mad pub
lic yesterday, and General Manager Bar
nard issued a general order carrying out
the suggestions contained iu its report.
The board finds that the seven angineers
discharged and the two who were suspend
ed merit final dismissal, but that the dis
missal of the four conductors and the three
guards is not warranted by the evidenoa
taken by the board. The charge against
the men was that of conspiracy
to amalgamate the employes of
the elevated and surface roads
for mutual protection in the event of a
strike, which it was believed by the com
pany would have been brought about dur
ing the World's fair. The men held a se
cret meeting for the purpose of federation,
but it appears that the conductors and
guards did not take an initiative part in it,
and were also ignorant of the purpose for
which the meeting was called. The engin
eers complain very bitterly of the manner
in which Chief Arthur has looked after
their interests in the difficult v.
